R-77-2 <br />RESOLUTION <br />CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />A RESOLUTION EXPRESSING CONCERN AS DETRIMENTAL IMPACT OF <br />PROPOSED IMPROVEMENT TO TRUNK HIGHWAY (INTERSTATE) NO. 94 <br />ON THE CITY OF LAKE ELMO <br />WHEREAS, the Commissioner of Transportation has presented to the City Council <br />of the City of Lake Elmo, certain preliminary plans for the improvement of Trunk <br />Highway (Interstate) No. 94 in the City of Lake Elmo which plans are designated. <br />as "Layout No. 26 SP 8282-28 (94=392) from TH 494-694 to St_ Croix River"; and <br />WHEREAS, said plans have been reviewed by the City's consultant planner <br />and consultant engineer; and <br />WHEREAS, it appears to the City Council that the said proposal will, in <br />several respects, have a detrimental environmental effect on the City of Lake <br />Elmo. <br />NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Lake <br />Elmo as follows: <br />I. That the attached reports prepared by Midwest Planning and Research, <br />Inc., as planning consultant to the City of Lake Elmo, and the attached report <br />of Bonestroo, Rosene, Anderiik & Associates, consultant engineers for the City <br />of Lake Elmo, are hereby adopted and made a part of this Resolution by reference. <br />2. That the said planner's report and the said engineer's report are hereby <br />determined to describe, at least in part, the detrimental environmental effect <br />of the plan on the City of Lake Elmo. <br />3. That the Minnesota Environmental Quality Council is hereby requested to: <br />(a) Give complete, careful and detailed consideration to the <br />said report; and, after consideration thereof, <br />(b) Make such orders as may be within the jurisdiction of the <br />Minnesota Environmental Quality Council to protect and <br />preserve the environment of the City of Lake Elmo against <br />the detrimental effects of said governmental action and <br />its adverse impact on present land use plans, road plans, <br />and other plans and policies heretofore established by the <br />City Council of the City of Lake Elmo for protection of the <br />health, safety and general welfare of the community, all of <br />which are more particularly described in the attached report. <br />Adopted by the City Council of the City of Lake Elmo, this day <br />of March, 1977. <br />Thomas G.
