R-77-11 <br />RESOLUTION <br />CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />A RESOLUTION REQUESTING STUDY OF ADDITIONAL <br />ALTERNATIVES FOR WASTE WATER MANAGEMENT IN THE <br />LAKE ELMO (208 STUDY) AND ALLOWING TIME FOR A <br />REVISED COMPREHENSIVE SEWER PLAN FOR THE CITY <br />OF LAKE ELMO. <br />WHEREAS, the Metropolitan Council is presently studying <br />alternatives for waste water management in the Twin Cities <br />Metropolitan Area under the provisions of Section 208 of the <br />federal Water Pollution Control Act; and <br />WHEREAS, the September 19, 1977 report entitled Alternatives <br />for Waste Water Management in the Twin Cities Metropolitan <br />Area prepared by the Metropolitan Council presents some - <br />but not all' --alternatives for waste water management in the <br />City of Lake Elmo and surrounding areas; and <br />WHEREAS, the alternatives considered in the said September, <br />1977 report (208 study) and the Lake Elmo-Tri-Lakes <br />Facility Plan prepared earlier by the Metropolitan Council, do <br />not solve the immediate sewer problem in the "old village" <br />area in the City of Lake Elmo; and <br />WHEREAS, neither the 208 reports nor the Tri-Lakes study <br />address the use of the existing Cimarron sewage disposal <br />plant, construction of a new municipal plant, use of the <br />Stillwater plant, nor service through the WONE interceptor, <br />on an interim or permanent basis, as alternatives for solving <br />the sewage disposal problem in the "old village" of Lake <br />Elmo; and <br />WHEREAS, the City Council of the City of Lake Elmo find <br />that neither the September, 1977 (208 study) nor the Tri- <br />Lakes Facilities Plan presents, or should be considered as <br />presenting, the only alternatives available for waste water <br />management in the City of Lake Elmo at this time: <br />NOW, THEREFORE, BE IT RESOLVED, by the City Council of <br />the City of Lake Elmo as follows: <br />k, (A) To reguest.by this Resolution.that the Metropolitan <br />Council, as part of its 208 Planning Project, study the follow- <br />ing alternatives as potential solutions to the sewage <br />disposal problem in the City of Lake Elmo, including the: <br />immediate problem in the "old village" area: <br />1. Sewering the "old village" to Cimarron on an <br />interim basis with and without improvements to <br />the plant. <br />2. Sewering all or part of the City of Lake Elmo <br />
