R-77-11 <br />RESOLUTION <br />CITY OF LAKE ELMO <br />RESOLUTION REQUESTING FURTHER ,STUDY ON THE LACE ELMO-TRI LAKES <br />INTERCEPTOR FACILITY PLANNING REPORT AND INITIATING A COMPREHEN- <br />SIVE SEWER PLAN FOR THE CITY OF LAKE ELMO TO COMPLEMENT THE 208 <br />REPORTS <br />WHEREAS, the current 208 reports Present additional - but not all - <br />alternatives for wastewater management for the City of Lake Elmo; and, <br />WHEREAS, the current 208 and Tri-lakes reports do not solve the im- <br />mediate problems in the "Old Village" of Lake Elmo; and, <br />WHEREAS, neither the 208 reports not the Tri:--Lakes study address <br />the use of the Cimarron plant, a municipal plant, the Stillwater <br />plant, nor service through the WONE interceptor on a interim or <br />permanent basis; and, <br />WHEREAS, The City of Lake Elmo finds that neither the 208 nor <br />the Tri-Lakes plans should be represented as final alterntaives for <br />wastewater management for the City of Lake Elmo at this time; <br />NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the <br />City of Lake Elmo: <br />THAT, the Metropolitan Waste Control Commission withhold review, <br />comment, and referral of the LakeElmo-Tri Lake Interceptor Facility <br />Planning report until the City completes a "Comprehensive Sewer <br />Plan'; and, <br />THAT, the City of Lake Elmo hereby authorizes the Administrative <br />Assistant to work with the City Engineer to design a study which <br />will result in a "Comprehensive Sewer Plan" which considers, at <br />least, the following alternatives: <br />1. Sewering the "Old Village" to Cimarron on an interim <br />basis with and without improvements to the plant; and, <br />2. Sewering all or part of the City to Stillwater; and, <br />3. The efficacy of an independent municipal treatment <br />facility on an interim or permanent basis; and, <br />4. Temporary service to the WONE interceptor for the <br />'Old Village" and/or permanent service to all or part <br />of the City through the WONE; and, <br />5, Service for the City to the Cottage Grove facility; and, <br />6.
