Minutes of the January 30, 1978 Special Meeting <br />of the Lake Elmo City Council <br />In the absence of Mayor Armstrong, Councillor Shervheim called <br />the meeting to order at 6:57p.m. with Councillors Lyons and Pott <br />present. Councillor Morgan was absent. in the absence of the <br />City Clerk, Administrative Assistant, Whittaker, took the minutes. <br />Attorney Raleigh and Engineer Noyes were also present. <br />Brookman Addition: After discussing the need to consider provisions <br />for additional water system capacity and possibly <br />land for a well site or storage facility, before <br />the final plat is approved; Pott moved, seconded <br />by Lyons, that.Resolution k78-8, "A Resolution <br />approving the Concept Plan for Brockman Addition" <br />be adopted. Motion carried unanimously with Morgan <br />and Armstrong absent, <br />Isberg Contracts: Pott moved, Lyofis seconded, that the Council <br />enter into agreement with Sovik,Mathre,Sathrum, <br />Quanbeck, principal planner Gunnar C. Isberg, for <br />planning services to complete the Comprehensive <br />Plan and for Technical Assistance; and authorize <br />the Acting Mayor and the City Clerk to execute <br />both contracts; so that work could begin immedi- <br />ately. -Motion carried unanimously with Armstrong <br />and Morgan absent. <br />Old Village Sewer Study: Tom Noyes advised the Council that the <br />money spent for this study would not be reimburs- <br />able because the City does not have prior approval <br />from State & Federal Agencies; and because the <br />study would not qualify as a Facilities Plan. <br />It would, however, cut the cost of preparing said <br />Plan when State and Federal approval and funds <br />are.sought; Lyons moved, seconded by Pott, that <br />the Council accept the agreement for Engineering <br />study of sewer alternatives for the old village <br />area..and authorize the Acting Mayor and the City <br />Clerk to execute the agreement for said services <br />on behalf of the City. Motion carried unanimously <br />with Armstrong and Morgan absent. <br />Co. Road 13 Realignment: County Engineer, Chuck Swanson and Larry <br />Bousquet, Highway Planner; described current <br />alternatives for realignment of Co. Road 13, <br />north of Highway 212. <br />They said the alignment south of Hiway 212 was <br />pretty much determined by topography and the need <br />for an adequate crossing over the railroad tracks. <br />The Council discussed the demand for the road con- <br />sidering recent subdivision north of Lake Jane, <br />the uncertainty of 3M's development; and all agreed <br />the road woulcAtstill-;be neded fit-1 agreed a' <br />corridor. shoi£ld, be established nand recorded. so-: ,,-A <br />that future development won't prevent the new road. <br />
