Minutes -Lake Elmo City Council Meeting, March 21, 1978. <br />Meeting called to order at 5:06 p.m., by Acting Mayor Shervheim. <br />Present: Mayor Armstrong (5:18), Councilwoman Lyons, Councilmen Pott, <br />Shervheim and Morgan. <br />Also present: Bldg. Insp. Mueller, Adm. Ass't Whittaker, Counsel Raleigh <br />and Engineer Noyes (7:30). <br />Agenda: Request to add, under council reports, joint county -city meet- <br />ing, parks -general, parking at intersection of Lake Elmo Ave. <br />and Lower 33rd. St. N. and windows in city office. <br />Motion by Councilman Morgan 2nd by Councilwoman Lyons as amend- <br />ed. Carried 4-0. Armstrong absent. <br />Meter Policy -Water Department: The lease requirement which was originally <br />adopted was not fully defined. Ordinance change required. <br />The replacement cost should be considered as an add on to fixed <br />expense. This would amount to approx. 75G to $1.00 per quarter. <br />Question raised relative to responsibility for freezeup from <br />the street line to the house. Council felt the responsibility <br />belonged to the city but where a history of freezeup-problbms <br />exist that corrective action be taken. Consideration should be <br />given to those accounts who have been assessed a special charge <br />for replacement meter parts. Clerk and Councilman Pott will <br />review ordinance and make recommended changes. <br />Bldg. Insp. Policy & Bldg. Code Procedure: Adm. Ass"t. Whittaker will <br />prepare the final draft for counsel to review„ <br />Bldg„ Insp® Code enforcement officer --a job description has <br />been prepared and will be distributed for review by Personnel <br />Committee. <br />Newsletter: Mr. Gene Johnson, White Bear Free Press, addressed the <br />Council on the possibility of including the newsletter as part <br />of the Free Press edition which is distributed to each house- <br />hold in Lake Elmo. Mr. Johnson offered three differenct options <br />for council consideration. Prices varied from $469.56 per <br />issue to annual cost of $1512.00. Full quotation in file. <br />Question of local advertisers what would they commit to? <br />Composite page of news and advertising. Mr. Johnson will deal <br />directly with the business community. Council will review and <br />consider possibilities. <br />Foxfire: Review of Environmental Assessment requirement. Councilman Pott <br />offered Resolution R78-13, A Resolution approving and authorizing <br />a negative declaration notice on the environmental assessment <br />worksheet for Foxfire Estates and Springborn's Green Acres: and <br />authorizing the Mayor to execute said declaration on behalf of <br />the City of Lake Elmo. Foxfire and Green Acres development asked <br />for council acceptance. Second by Councilman Shervheim. <br />Resolution carried 3-1, Councilman Morgan opposed. Mayor Armstrong <br />absent when vote was taken. <br />
