Council Meeting Minutes cont. Lake Elmo Outlet- Councilman Shervheim offered Resolution R78-23 to ask county, with 3M Club approval, to increase the outlet size under Lake Elmo Ave. to 4811 to correct a problem created by county when they widened the road and added a small culvert rather then extend the archway. Second by Councilman Pott. Carried 5-0. Irvin Court Problem— Engineer to review problems and report back to council with recommendations. Payne driveway & Keats Ave.— Engineer authorized to review problem to see why it exists, what are the solutions, what will it cost to correct and who is responsible for the cost. Coppersmith— Question brought up relatilre water hook—up. Engineer recommended that watermain be extended in front of property. Mr. Whittaker will write letter explaining what is necessary. Fisher SUP— Motion by Councilman Shervheim 2nd by Councilman Morgan to accept recommendation+:o£ PZC as reported in PZC minutes of June 13, 1978- and approve issuance of SUP subject to standard SUP regulations. Carried 5-0. Bergmann Minor Sub —division— Motion by Councilman Shervheim 2nd by Councilwoman Lyons to approve Bergmann minor sub —division per recommendation of PZC; see minutes of July 11, 1978 for approval and PZC minutes of June 13, 1978 for 3 conditions. Carried 5-0. Kennel fies— Motion by Councilman Shervheim 2nd by Mayor Armstrong to amend or— dinance and increase impounding fee from $2.00 to $3.50. Also if an unlicensed dog is impounded to double the license fee — payable before animal will be returned to pwner. Carried 5-0. Motion be Councilman Shervheim 2nd by Councilman Pott to approve contract with Oakwood Kennels for boarding of impounded pets. Carried 5--0. Ridgeway Drive Vacation— Motion by Councilman Shervheim 2nd by Councilman Pott to set hearing for vacation of Ridgeway Drive for Tuesday, August 15, 1978 at 7:30 p.m. Carried 5-0. Easement Kimbro & 47th— Motion by Councilman Shervheim 2nd by Mayor Armstrong to approve the stipulation in the Carlson Registration proceedings relating to road easement for 47th. Street. Carried 440. ,Councilman Morgan excused Minutes— page 2 amend to show Councilwoman Lyons arrived at 5.35 p.m. and council recessed at 6:30 not b;00p.m. Last page VBWD. VBWD agreed tp distribute 5% of their administrative budget, apportioned among districts, the Lake Elmo share would be approx $1200.year to assist in flood control projects.
