MINUTES OF LAKE ELMO CITY COUNCIL MEETING, November 21, 1.978 <br />w.I, <br />Meeting called to order at 5:10 p.m., by Mayor Armstrong. <br />Present: Mayor Armstrong, Councilmen Pott, Morgan and Shervheim and <br />y Councilwoman Lyons. <br />Agenda: Add item D at 8:30 Final action--Demontreville 6th. Addition -- <br />at 9:15 P.M., add Engineers report and at.9:30 add <br />Contract Meter Reader -,janitor. <br />Motion by Mayor Armstrong 2nd by Councilman Pott to <br />approve minutes as amended. Carried 5-0. <br />Mottaz Trailer, Due to delays in installation of carpeting and finish <br />work, he requested that we extend his SUP to Dec. 1, 1978. <br />Motion by Mayor Armstrong 2nd by Councilman Morgan to <br />extend SUP of Jess Mottaz to December 1, 1978 to allow <br />for completion of house and transfer of furniture from <br />trailer to house. Carried 5-0. <br />Insurance, 1979 appointments --Discussion on merits of bidding for <br />insurance and status of Insurance Committee. <br />Motion by Mayor Armstrong 2nd by Councilman Morgan to <br />authorize Administrative Assistant to draw up insurance <br />specs, - review with Council Insurance Committee (Morgan <br />and Pott) and solicit competitive bids. Further that the <br />citizens insurance committee be terminated and letters <br />of appreciation be sent to each of the members. <br />Carried 4-0. Councilman Shervheim abstained <br />Appointments, Mayor requested that Administrative Assistant be instruct- <br />ed to review the 1979 appointments and determine other <br />options for the city to consider. This includes attorney, <br />engineer, newspaper, health officer, etc. Councilman <br />Shervheim suggested that this council should not be in- <br />volved in that. decision. Since there was no further objec- <br />tiono mayor advised that he would have administrative <br />assistant proceed as stated so that new council would <br />have a minimum delay in making decisions. <br />New Truck: Councilman Pott advised he was holding up final submission <br />until the results are in for Mahtomedi.bids of compar- <br />able equipment.- These are due in November 28,1978. <br />Pebble Park Well: Councilman Morgan advised that since they couldn't get <br />adequate water.for flooding from the well he authorized <br />Gene Swanson, North St: Paul Plumbing to install a 2" <br />riser pipe at a cost of $250.00. <br />Soccor goals -School district aclyised that they could get <br />city a set at $400. and would store them for city if <br />necessary. <br />194- Councilman Shervheim offered Resolution R78-46, "A Resolution <br />Urging Governor Elect 4uie and His Staff to Be Aware of <br />the Displeasure Expressed by the City of Lake Elmo and <br />l Some of Its Neighboring Municipalities Over the Selection <br />in 1976 of the Existing USTH 12 For the completion of the. <br />Ten Mile Section of 194 Between 1694 and St. Croix River <br />and Consider This When Flaking IIis Appointments to Positions <br />of Leadership", and requested council approval, <br />
