Minutes of Lake Elmo City Council Meeting, December 5, 1978. <br />Mee'F;,xtq called )to order at 7:37 p.m., by Mayor Armstrong. <br />Present: Mayor Armstrong, Councilwoman Lyons, Councilmen Pott and <br />Shervheim. <br />Absent: Councilman Morgan. <br />Also present: Counsel 'Marshall,'Adm. Ass't. Whittaker and Engineer Noyes <br />(9:00). <br />Agenda: Add Gary Johnson and delegation regarding access to Lake"Demontre-'':s <br />Ville for Winter Fishing'. <br />Add council reports after clerks report. <br />Motion by Mayor Armstrong 2nd by Councilwoman Lyons to <br />approve agenda as amended. Carried 4-0. <br />Lake Demontreville Access: Mr. Gary Johnson acted as spokesman for <br />delegation who resented the barricade at the point where <br />fishermen and boaters got on the lake. This access was <br />across private property. Council suggested that engineer <br />and administrative assistant review and try to provide <br />a winter access. <br />Hillstrom --Minor subdivision ---Motion by Councilman Shervheim 2nd. by <br />Councilman Pott to approve minor subdivision Of Lot 13, <br />Bordner --Garner Farmettes provided that each lot is mini- <br />mum of acre as recommended and approved by PZC. <br />Carried 4-0. <br />Mottaz: Trailer is still on property despite the fact that permit expired <br />j 12/1/78. Building Inspector is instructed to red tag <br />the trailer and push for immediate removal. Counsel,to' <br />check on status of bond originally posted by Mr. Mottaz. <br />Dale Svendson: Requests permission to have a mobile home at 9678 Hudson <br />Road for hired help to work the 1600 acre farm on lease <br />from DAyton®Hudson Co. <br />Motion by Councilman Shervheim 2nd by Mayor Armstrong to <br />approve a variance for a mobile home on'the property at <br />9678 Iludsdn Blvd., for use of hired farm help, subject <br />to filing appropriate variance.request and. -paying -appro- <br />priate fee. variance would be renewable on an annual <br />basis subject to inspection. Final approval subject to <br />confirmation of, PZC. Carried 4-0. <br />1979 Wage Policy: Councilman'Shervheim cited some of the conditions of <br />the federal voluntary wage and price control regulations <br />and pointed out that violations.could'affect federal aid, <br />Motion by Councilman,Shervhei.me 2nd by Mayor Armstrong to <br />follow the federal regulations and limit increases as <br />suggested by Mr. Whittaker in his letter dated (?) <br />December 19, 1978 to a maximum of 7% until federal guide- <br />lines have been clarified.='Specific wages'effective <br />January 1, 1979, Edna Beers-$5.35, Marily Banister-$4.65, <br />Elmer Richerte$7.95 and.`Rohert Wier to $7.49. <br />-/ Carried 4-0. <br />
