EXTRACT OF MINUTES <br />At a regular meeting of the City Council of the City <br />of Lake Elmo duly held on the 8th day of November, 1978, <br />the following Resolution was offered by Council Member Shervheim, <br />and seconded by Council Member Pott; to -wit: <br />R-78-43 <br />RESOLUTION <br />CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />A RESOLUTION BY THE CITY OF LAKE ELMO <br />REQUESTING INTERIM DESIGNATION OF THE <br />RURAL SERVICES AREA WITHIN THE CITY OF <br />LAKE ELMO: AND STATUS TO APPLY FOR STATE <br />AND FEDERAL GRANTS FOR INDEPENDENT <br />FACILITIES PLANNING FOR WASTEWATER TREAT- <br />MENT, OF THE METROPOLITAN COUNCIL AND THE <br />METROPOLITAN WASTE CONTROL COMMISSION (MWCC). <br />WHEREAS, 1. All City and Regional studies to date, in- <br />cluding the draft 208 report, have identified the need to <br />study Wastewater Treatment problems in the OLD VILLAGE AREA <br />(Per attached map); and, <br />2. Current MWCC 201, facilities planning studies will <br />not provide sufficient detail on the problem in the OLD VILLAGE <br />akda to proceed with Step 2, design of Wastewater Treatment <br />facilities; and, <br />3. MWCC, Metropolitan Council and current City studies <br />and policies and plans, indicate that the OLD VILLAGE AREA at <br />least, will remain in the rural service area for the forseeable <br />future; and, <br />4. Waiting for final resolution of MWCC 201 studies and <br />Metropolitan Council review of the City's Comprehensive Plan <br />would certainly delay resolution of the Wastewater Treatment <br />problem at least two more years; and perhaps, only require the <br />additional study we seek to initiate today by this Resolution; <br />and, <br />5. The City of Lake Elmo desire the support of the <br />Metropolitan Council. and MWCC in it's application for 201, <br />facilities planning, funds. <br />NOW, THEREFORE BE IT RESOLVED by the City Council, City <br />of Lake Elmo, THAT, <br />1. The OLD VILLAGE area be designated a part of the <br />'.rural service area on an interim basis, until the final <br />Comprehensive Plan is adopted; and, <br />2. As a part of the rural service area, the City of <br />Lake Elmo hereby requeste'1 status independent of, and <br />with the support of,the MWCC and Metropolitan Council <br />to apply for 201, facilities planning studies for the <br />OLD VILLAGE AREA, and, <br />3. The City of Lake Elmo hereby authorizes the City <br />staff to defend the City's Municipal Project need priority; <br />and complete application for 201, facilities planning funds. <br />
