EXTRACT OF MINUTES At a regular meeting of the City Council of the City of Lake Elmo duly held on the 8th day of November, 1978, the following Resolution was offered by Council Member Shervheim, and seconded by Council Member Pott; to -wit: R-78-43 RESOLUTION CITY OF LAKE ELMO WASHINGTON COUNTY, MINNESOTA A RESOLUTION BY THE CITY OF LAKE ELMO REQUESTING INTERIM DESIGNATION OF THE RURAL SERVICES AREA WITHIN THE CITY OF LAKE ELMO: AND STATUS TO APPLY FOR STATE AND FEDERAL GRANTS FOR INDEPENDENT FACILITIES PLANNING FOR WASTEWATER TREAT- MENT, OF THE METROPOLITAN COUNCIL AND THE METROPOLITAN WASTE CONTROL COMMISSION (MWCC). WHEREAS, 1. All City and Regional studies to date, in- cluding the draft 208 report, have identified the need to study Wastewater Treatment problems in the OLD VILLAGE AREA (Per attached map); and, 2. Current MWCC 201, facilities planning studies will not provide sufficient detail on the problem in the OLD VILLAGE akda to proceed with Step 2, design of Wastewater Treatment facilities; and, 3. MWCC, Metropolitan Council and current City studies and policies and plans, indicate that the OLD VILLAGE AREA at least, will remain in the rural service area for the forseeable future; and, 4. Waiting for final resolution of MWCC 201 studies and Metropolitan Council review of the City's Comprehensive Plan would certainly delay resolution of the Wastewater Treatment problem at least two more years; and perhaps, only require the additional study we seek to initiate today by this Resolution; and, 5. The City of Lake Elmo desire the support of the Metropolitan Council. and MWCC in it's application for 201, facilities planning, funds. NOW, THEREFORE BE IT RESOLVED by the City Council, City of Lake Elmo, THAT, 1. The OLD VILLAGE area be designated a part of the '.rural service area on an interim basis, until the final Comprehensive Plan is adopted; and, 2. As a part of the rural service area, the City of Lake Elmo hereby requeste'1 status independent of, and with the support of,the MWCC and Metropolitan Council to apply for 201, facilities planning studies for the OLD VILLAGE AREA, and, 3. The City of Lake Elmo hereby authorizes the City staff to defend the City's Municipal Project need priority; and complete application for 201, facilities planning funds.
