Line of State Highway 212 and the south right - <br />of way line of Stillwater Lane. <br />subject to the following conditions, limitations, and restric- <br />tions: <br />1. Final plans for surface water drainage improvements shall <br />be approved by the City Engineer; said drainage improvements <br />shall not change the drainage of any of the surrounding areas <br />outside the church property. <br />2. The final landscaping plan shall be approved by the <br />City Council as to its adequacy to protect surrounding property <br />values. <br />3. Adequate parking shall be provided for all vehicles <br />on -site; no on -street parking will be permitted. <br />4. The City Engineer shall approve the final plan for exits <br />and entrances; and he shall require that driveway access be located <br />away from accesses of homes in the immediate area to avoid a <br />traffic inconvenience. <br />5. All construction traffic be directed to Kelvin Avenue. <br />6. The final plan for exterior lighting of parking and <br />building area shall be approved by the City Council so as to <br />avoid potential nuisance or inconvenience to other property owners. <br />7. Said permit shall not be effective until the same has <br />been endorsed by the applicant and approved by the City Attorney <br />and the original thereof filed with the City Administrator. <br />8. Any additions to the buildings or facilities herein <br />approved be treated as an amendment to this Special Use Permit. <br />9. The City Engineer shall certify that there are at least <br />two (2) adequate sites for construction of an on -site sewage <br />disposal system and drainage field on the applicant's property so <br />that an alternate system may be constructed if the first should <br />fail. <br />10. A copy of this Resolution, bearing the consent of the <br />applicants, and certified by the City Administrator to be a true <br />and correct copy, shall be recorded with the Washington County <br />Recorder and/or Registrar of Titles so as to make a public <br />record of the conditions under which a Special Use Permit is <br />issued. <br />- 2 - <br />
