R-78-12 <br />RESOLUTION <br />CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />A RESOLUTION OPPOSING ADOPTION OF SF 1966 AND HF 1740 <br />WHEREAS, a bill for an act to expand the.Washington.County <br />Board of Commissioners from five to seven members has been intro- <br />duced into Minnesota Legislature; and, <br />WHEREAS, this council, after investigation and consideration <br />has determined there has been no demonstrated need for such expan- <br />sion nor any showing that it is in public interest; and, <br />WHEREAS, the council believes that representation on the <br />Washington County Board as it now exists fulfills the needs and <br />desires of County residents; and, <br />WHEREAS, neither the City Council nor the Lake Elmo constit- <br />uency or residents of the County as a whole, to our knowledge favor <br />such a change to increase the size of the County Board; and, <br />WHEREAS, the City Council sees the prospects of such mandates, <br />especially those that only apply to one body in a category of bodies, <br />being handed down by the Legislature as unnecessary and uncalled <br />for; and, <br />WHEREAS, the council objects to Special Legislation for this <br />or any one local government; and, <br />WHEREAS, the costs of local government do not need to be in- <br />creased, which this measure will surely do; and, <br />WHEREAS, no one has demonstrated a 7 member board would work <br />more effectively or represent the County more fairly; and, <br />WHEREAS, there is no current census data upon which to base <br />the proposed redistricting of the County; and, <br />WHEREAS, neither the County Board nor any other elected <br />representatives of the County were consulted with respect to the <br />need for such legislation. <br />NOW, THEREFORE, BE IT RESOLVED, by the City Council, City <br />of Lake Elmo, County of Washington, State of Minnesota; <br />1. That the city council of the City of Lake Elmo hereby <br />express its opposition to said bill, identified as S.F. 1966 and <br />H.F. 1740. <br />2. That copies of this resolution be forwarded to the <br />Washington County Board, Senator Sikorski, Representative George <br />and to the Chairperson Representative Berg of the Legislative <br />Committee considering this matter. <br />
