R78-16 <br />RESOLUTION <br />CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNES <br />A RESOLUTION REQUESTING CONSTRUCTION OF DETACHED <br />FRONTAGE ROADS BY THE STATE OF MINNESOTA ALONG <br />INTERSTATE 94 IN EVENT OF THE SOUTHERN ROUTE. <br />WHEREAS, the Minnesota Department of Transportation has <br />presented to the City of Lake Elmo plans for location of Inter- <br />state Highway No. 94 along the so-called southern route; and <br />WHEREAS, the City Council of the City of Lake Elmo has <br />reviewed those plans with the advice and assistance of. the City <br />Engineer; and <br />WHEREAS, the Planning Commission of the City of Lake Elmo, <br />also with -the advice and assistance of the City Engineer, has <br />reviewed those plans and made the following recommendations to <br />the City Council: <br />That the proposed frontage roads and interchanges set <br />forth in the plans presented to the City by the State <br />Department of Transportation for the location of Inter- <br />state 94 are inadequate to meet the needs of the City <br />of Lake Elmo and will be detrimental to good planning <br />and land use within the City of. Lake Elmo for the <br />following reasons: <br />1. Inconsistence with the Lake Elmo plan which <br />has been in existence more than 15 years. <br />2. Poor utilization of land. <br />3. This plan will cause Lake Elmo taxpayers <br />undue expense to build and maintain another <br />secondary road, as detached roads will be <br />necessary to serve the area eventually <br />4. Attached frontage roads are a waste of land, <br />energy, money, e.g. Bloomington. <br />5. Frontage roads immediately attached to freeway <br />have a cumbersome curved roadbed at every <br />intersection with a street crossing the freeway. <br />6. Access to Guardian Angels Church will be a <br />severe traffic problem with only one access. <br />7. Discontinued frontage road encumbers emergency <br />service, i.e., police and fire protection. <br />8. Attached frontage roads cause excessive utility <br />costs; and <br />WHEREAS, the City Council has determined, based on the advice <br />of its engineer, that detached frontage roads located a sufficient <br />distance to the North of the freeway right-of-way would eliminate <br />the problems enumerated by the Planning Commission; and <br />WHEREAS, the need for any frontage roads at all is caused by <br />the decision of the Minnesota Department of. Transportation to con- <br />struct 194 along the present Highway 12 alignment; for if Minnesota <br />Department of Transportation had not changed its plans and had <br />
