constructed Interstate 94 along the so-called northern route, the existing roads -• 10th Avenue North and Highway 12 - would have provided the necessary "detached frontage roads' to meet the needs of. the City of Lake Elmo in accordance with the plans ( developed by the City over the last 15 years. WHEREAS, the City Council is aware of the fact that similar problems in Woodbury and Afton, created by this decision, have been solved by Minnesota Department of Transportation in propos- ing detached frontage roads; and, WHEREAS, the ptoposed frontage roads fall far short of pro- viding access to Section 32 to the degree it is now provided; and, WHEREAS, the City of Lake Elmo is unwilling to accept attach- ed frontage roads not consistent with its plan; and is likewise unwilling to bear the cost of constructing frontage roads neces- sitated by a.Minnesota Department of Transportation decision over which the City had no control; NOW, THEREFORE, BE IT RESOLVED, by the City Council of. the City of Lake Elmo that the Minnesota Department of. Transportation is hereby urged to take account of the needs of theCity of Lake Elmo as determined above and to revise its said plans for the location of Interstate 94 on the so-called southern route so as to provide reasonably located detached frontage roads meeting the needs of the City of Lake Elmo; and BE IT FURTHER RESOLVED, that the Minnesota Department of Transportation, if it proceeds with construction of Interstate Highway 94 on the so-called southern route, include within that construction, at State costs, the construction of such detached frontage roads.
