POTT <br />LLOYD SHERVHEIM <br />COUNCILWOMAN <br />DOROTHY HAMMES LYONS <br />CLERK -TREASURER <br />DONALD MEHSIKOMER <br />(rihi of flake rlmn <br />Thirty-third and Laverne Avenue <br />Lake Elmo, Minnesota 55042 <br />777-5510 <br />July 7, 1978 <br />1 <br />Board of Commissioners <br />Washington County, Minnesota <br />Washington County Courthouse <br />14900 61st Street North <br />Stillwater, Mn 55082 <br />Re: Emergency Flood Control - City of Lake Elmo <br />Dear Commissioners: <br />One purpose of this letter is to report to you the <br />emergency action taken by the City of Lake Elmo - with <br />approval of the Valley Branch Watershed District - to abate <br />certain health hazards caused by flooding and prevent <br />further flood damage in residential areas. <br />First of all, the City is pumping flood waters from <br />around a number of homes in the Jamaca Court area in order <br />to eliminate the health hazard now existing because of flooded <br />septic systems. <br />Secondly, the City is constructing a sand bag dam across <br />the southerly outlet of Eagle Point Lake to retain some of the <br />flood waters in Eagle Point Lake. The waters so retained in <br />Eagle Point Lake will not be allowed to go above the lake level <br />as it was on the evening of July a., 1978. By retaining these <br />waters in Eagle Point Lake the City hopes to reduce the level <br />of Lake Elmo so as to eliminate the health hazards now existing <br />because of flooded septic systems on that lake. There is an <br />additional safety hazard on Lake Elmo because the driveways <br />to some of the homes are under water and the homes are, therefore, <br />inaccessible to fire trucks or other emergency vehicles. <br />It is a .further purpose of this letter to request your <br />assistance and support in establishing a more permanent method <br />of controlling the outlet on Eagle Point Lake so that its <br />
