The waters so retained in <br />Eagle Point Lake will not be allowed to go above the lake level <br />as it was on the evening of July a., 1978. By retaining these <br />waters in Eagle Point Lake the City hopes to reduce the level <br />of Lake Elmo so as to eliminate the health hazards now existing <br />because of flooded septic systems on that lake. There is an <br />additional safety hazard on Lake Elmo because the driveways <br />to some of the homes are under water and the homes are, therefore, <br />inaccessible to fire trucks or other emergency vehicles. <br />It is a .further purpose of this letter to request your <br />assistance and support in establishing a more permanent method <br />of controlling the outlet on Eagle Point Lake so that its <br />
