Minutes, Lake Elmo City Council; Special Meeting, March 29, 1979 <br />Councilor Pott convened the meeting at 7:50 P.M. Mayor Armstrong arrived at <br />8:15 P.M. Councilors Johnson, Morgan and Mottaz were present. Administrator <br />Whittaker, Engineer Bohrer, and Maintenance Foreman Wier were also present. <br />Abting Mayor Pott recessed the meeting for Council committee meetings. <br />The Council reconvened at 9:54 p.m. with Mayor Armstrong presiding. <br />COUNTY STUDY: The Council approved a request from Washington County to do a <br />vegetation and wildlife study on the old landfill. <br />PUBLIC LAND DONATIONS: The Council instructed the Administrator to meet with <br />Bob Burns, County Assessor, to discuss market values of lands <br />being subdivided in the City. <br />The Council discussed uses other than parks to which land donated <br />by developers might be put. They agreed the City should develop <br />a plan for other public uses along with the capital improvement <br />program. Uses would include pending, fire hall, water system <br />facilities, as well as parks. <br />TRAFFIC COUNTS: Armstrong moved, seconded by Pott, to authorize the Engineer <br />to order up to $200.00 in traffic counts to use in developing <br />the Minnesota State Aid to highways capital plan. Motion carried <br />5-0. i <br />PARK MOWER: Morgan moved, seconded by Mottaz, to buy a 72 inch groundsmaster <br />mower or equivalent after the Administrator secures at least two <br />quotes. Motion carried 5-0. <br />MISCELLANEOUS: The Council decided to wait until current surface water plans <br />are complete before ordering a study on Lake Elmo. <br />The Council agreed to invite Cimarron and District 834 in to <br />discuss sewer problems in their area. <br />The Council said they had no objection to the South Pine Springs <br />Estate plan in Pine Springs if the developer intends to hold all <br />the surface water run—off on site. <br />Johnson moved, seconded by Armstrong, that the City permit the <br />Jaycees to put up a bulletin board in the City Hall for notices. <br />Motion carried 4-0-1 Johnson abstained. <br />The Council agreed that the fire siren could be used at any <br />hour to call firemen. <br />Mottaz moved, seconded by Armstrong, to adjourn the meeting <br />at 10:47 p.m. <br />
