MINUTES, Lake Elmo City Council; June 26, 1979 page two <br />LAWCON APPLICATIONS <br />Mr. Whittaker explained that LAWCON funds were not available for planning <br />a park unless the grant covered development of the park also. The Park <br />Commission had considered planning in Reid Park. The Council discussed <br />application for funds to build the Park Shelter. <br />Pott moved, seconded by Armstrong, that the City apply for LAWCON/LCMR <br />funds to construct the shelter in Lions Park. Motion carried 3-0. <br />CIVIL DEFENSE <br />LICENSES <br />The Mayor read a letter from a Cimarron resident complaining about the <br />lack of shelters in that area; and requesting the Oak —Land School be <br />opened for shelter. Mottaz said the City should, perhaps, require shelters <br />in future mobile home parks. <br />Pott suggested Don Mehsikomer might consider serving the City as Civil <br />Defense Director. The Council instructed Whittaker to contact Mehsikomer; <br />and, if he agrees to take the position, ask him to work with the residents <br />of Cimarron and Oak —Land School. <br />Armstrong moved, seconded by Mottaz, that the City grant the following <br />licenses: general Contracting License GC-79-.1 for Vanman Construction Co. <br />258 Humboldt Ave., So., Mpls., Minn. and <br />Heating Installer License H79-8 for Cool Air Mechanical, Inc. of <br />1441 Rice St., St. Paul, Minn. 55117 <br />Motion carried 3-0. <br />PEBBLE PARK, TENNIS COURT LIGHTS <br />Pott moved, seconded by Armstrong, that the City pay Lightning Electric <br />for installation of lights in Pebble Park, withholding 10%until the <br />:Engineer and the Park Commission have approved the installation. Motion <br />carried 3-0- <br />PARKING ON 50TH STREET <br />The Council agreed that the original resolution on parking indicated <br />the City would post a "No Parking" zone on the south side of 50th street <br />near Lake Olsen. However, the pavement is so narrow.,and the right —or — <br />way is almost all under water; the Council agreed it should look into <br />.restricting parking on both sides of the street. <br />Mottaz pointed out, however, that the street right—of—way became too <br />narrow going east to permit parking there; and that only a few cars <br />would be able to park west of the lake. He also said he feels the public <br />ought to have a right to fish off the street, even though there is no <br />public access at this point. <br />After much discussion, the Council decided to discuss the matter at a later <br />meeting. <br />MAINTENANCE BUILDING <br />Mr. Pott said he was concerned about the architects fee. Mr. Mottaz said <br />he would prefer a totally earth—she14ered building. Previous Council action <br />was not changed. <br />
