R 79-•21 <br />RESOLUTION <br />CITY. OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />A RESOLUTION ESTABLISHING A TRUST AND AGENCY FUND <br />FOR PASS -THROUGH CHARGES AND RECEIPTS <br />WHEREAS, THE FIRM OF DeLaHunt Voto & Co., Ltd., Certi- <br />fied Public Accountants, examined the financial statements of <br />the City of Lake Elmo for the year ending December 31, 1977; <br />and, <br />WHEREAS, the Council of the City of Lake Elmo accepted <br />the resulting audit report submitted by DeLaHunt & Voto & Co. <br />Ltd.; and, <br />WHEREAS, DeLaHunt & Voto & Co., Ltd. recommended the <br />City establish a Trust and Agency Account for all "pass -through" <br />costs on page three of the comments of said audit; and, <br />WHEREAS, the establishment of said fund is necessary to <br />improve control and understanding of the transactions in this <br />account for the year ending December 31, 1978; <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of <br />the City of Lake Elmo that: <br />1. The City Council hereby authorizes and orders the <br />establishment of. a Trust and Agency Fund for. all "pass -through" <br />charges and receipts; and, <br />2. The City Council hereby authorizes and orders the <br />transfer of all assets and liabilities in the pass -through account <br />of the General Fund effective for the year ending December 31, <br />1978, to the Trust and Agency Fund. <br />ADOPTED this the 3rd. day of April, 1979, by the City <br />Council of the City of Lake Elmo, Washington County, Minnesota. <br />Signed: ,2 <br />TEomas Arm�t %� <br />Armstrong, Mayor <br />Attest: <br />Laurence E.
