LAKE ELMO CITY COUNCIL MR17PING, OCTOBER 21, 1980 -6- <br />ADMCNIST'RATOR'S REPORT- P. Lake Sevols Ponds in Region Park Reserve — The <br />Administrator reported that the dike in down on Eagle Point, <br />and the maintenance crew cleaned out the outlet to Lake Elmo and distributed <br />a copy of the lake levels for Eagle Point and Lake Elmo, He will meet with <br />the County and discuss ponding between the ]sakes soon, <br />G. Licenses — Morgan moved, seconded by Armstrong, to approve the following <br />licenses: Montgomery Ward & Co., 1)00 University, St, Paul — heating; and, <br />Hinding Co., Inc., 915 W. 7th, St, Paul — heating and air conditioning. <br />Motion carried 5-0, <br />COUNCIL REPORTS: <br />A. Clown—U DaYs — The,Administrator reported Clean —Up Days went as <br />usual. Neither the hauler nor the paper truck came. Pdtt noted that <br />these people should be contacted further ahead and the re -cycling aspect <br />stressed. The Administrator will prepare a cost breakdown of Clean —Up <br />Days to determine if two days a, year are economically feasible or <br />necessary. <br />B. e,n S acme flan. — Administrator Whittaker reviewed his comments on <br />the Metropolitan Open Space Plan with the Council. <br />The Council agreed with his comments and recommendations. The Administrator <br />will write the Met Council and reitterate the City0s concerns about the plan. <br />I11'ITTLE SUNI'ISII/CIMARRON HEARING- Mayor Armstrong reopened the hearing at 8-30 p.m. <br />Engineer Bohrer reported that he has continued to study the alternatives <br />available; and has contacted thr regulatory agencies to begin the nermi+ <br />-process. Ile also reported he had appeared. before ValleyBranch and the <br />PCA to present the feasibility study. Valley Branch, indicated that Alt. <br />2 and 3 were unacceptable unless all other alternatives were infeasible. <br />They feel the flooding should be.solved on —site. The indicated they are <br />firmly committed to provide an outlet to horseshoe Lake; in conjunction with <br />I-94 construction, about 198L4. PCA indicated no concern with the dike. <br />They expressed concern about water quality after the flooding. (Since the <br />last meeting, Cimarron has begun plans to implement Alternate 1, the flood <br />protection dike.) Engineer Bohrer stated that the dike will give reasonable <br />assurance that the treatment plat will not be endangered; but did make <br />them aware that the first effluent pond (lagoon) would, overflown into Little <br />Sunfish if the water level around the pond was not reduced., along with the <br />possibility of the treatment plant flooding. If the plant flooded, the <br />PCA and the Health Department have the authority to close the park, if t1W <br />determine a health hazard exists. DNR has been contacted. They indicate <br />agreement with Valley Branch on transfering water downstream. The flood <br />protection, dike does not require a permit from PAC or DNR. Valley Branch <br />may require one, <br />COMMENTS- <br />Councilman Mottaz asked if the dike were constructed, would this assure that <br />the park would not be cl.os.ed next spring? <br />}engineer Bohrer indicated a 75% assurance. Unforseen conditions could <br />cause flood waters to top the dike and there are constructural limitations <br />on its height. <br />Mayor Armstrongs.aid a solution. must be found that assures the park will <br />not be closed. <br />
