LAKE ELMO CITY COUNCIL MEETINC, OCTOBER 219 1980 _10_ <br />Larry Bohrer noted, like a 100/ chance. That concrete pipe cannot be put in that <br />fast. That is wly 1981 is listed in the report. The only way to get the <br />water out of Sunfish Lake now is to pump it someplace. <br />Mary Leslie « Before previous City Council I have stated that it is visably, apparent <br />l when it rains that the majority of the water comes from Cimarron (that <br />side of the road). You can see the different levels in Sunfish Lake. You <br />can see it higher on Cimarron's side and lower on the side by the house, <br />and see it as it transfers under the driveway to the north side. I would <br />say that the run—off volume is greater from Cimarron than the rest of the <br />watershed. It would appear, from the big storms, that there are different <br />levels in the lake. Also, can the City Council guarantee that the main — <br />stem plan will be adopted or they have some other plan to relieve the con— <br />ditions for the people in West Lakeland and those that are concerned with <br />Tartan Park? <br />Armstrong said this is iap to the Watershed District. Now, we are trying •to explore <br />possibilitj!es to solve the problem. Once we solve the problem, we have to <br />follow that water downstream and see that there is a minimum problem there. <br />kbone is going to come out 100%, A balancing of the interests is necessary, <br />If it means 500 homes have to be closed, this is a very big interest that <br />may outweigh potential flooding of a few ,yards downstream, where those <br />people will not be forced out of their homes. The effect downstream <br />will have to be determined. <br />Mary Leslie asked is the Cimarron plant was a public or private concern. If <br />private is it to be maintained by the private corporation? <br />Armstrong replied that we are not dealing with Cimarron so much as we are dealing with <br />'the lake level. A lake level, the rise of which has to be taken eaxe of, <br />is not Cimarron's problem alone. The point is not who is going to pay for <br />this. One, there is a problem. We can go back ten years and say this <br />should have been done differently. We have to live with what people have <br />( done in the past. We have to decide what is best for the future and <br />where we are not. Cranted, maybe 10 ,years ago something could have been <br />done to solve this. None of us expected the water level to rise; but, <br />we have to ask what steps can. be taken to solve the problem. If this means <br />the water has to rise up in Horseshoe for awhile or that more has to go down— <br />stream, then we have to discuss that with the Watershed and see what can be <br />done along those lines. If there is another viable alternative which is <br />going to affect on one downstream, this is the best. Right now this does <br />not appear feasible. Regardless, whether Cimarron is profit makeing or <br />not, when it comes to assessing out the cost, the City is going to have to <br />look at it and decide who bonefitted and who will pay. The time factor <br />right now is important, too. <br />Mary Leslie said, I am not concerned about the cost of pumping Cimarron into <br />Horseshoe Lake. I am concerned about putting suspect water into a City <br />lake. We have to consider all the agencies involved with such action. <br />Jim Palmquist, 3M attorney, We have a water problem. Two weeks ago you realized <br />the difficulty of putting this water. into Horseshoe and downstream. Valley <br />Branch has confirmed the problems of going that route; so the other viable <br />alternative is 'looking to see if there is someplace on the Cimarron property <br />to store the water. Larry Boh.ere addressed this on the surface. I think <br />that before Valley Branch or the City consider any other alternative that <br />the real look ought to be what has to be constructed and what the cost <br />would be to put it on Cimarron's property. This is the first thing. Until <br />that is fully evaluated all the rest sould not be considered. It is only <br />if it is impossible to pump it and store it on their land that we start : <br />looking at other alternatives. <br />
