LAKE PJ MO CITY COUNCIL MEETING, OCTOB- 210 1980 <br />-14- <br />MOTION: Jim Palmquist, 3M Attorney, officially objects to pumping to Horseshoe <br />Lake on the basis that Tartan Park may be damaged in some way. <br />Morgan said pumping should be done at a rate agreeable to Valley Branch, <br />and explore the possibility of storing an additional 60acre feet to 100acre <br />feet of water on Eagle Point. <br />George Hedges recommended the City h'onsider purchasing the type of pipe <br />that could be incorporated for use in Project 1006. <br />Pumping will be controlled so as to not endanger homes downstream. <br />Armstrong moved, seconded by Pkt, to amend the motion and add: <br />Th,e City will store a, minimum of 60 additional acre feet on Eagle Point <br />Lake and secure the necessary permission to do so; and, the Engineer <br />is instructed to determine any possible damage that may be caused downstream <br />as a result of pumping 60 acre feet through West Lakeland; and, in the evert <br />the pumping appears to be causing problems, a special. meeting will be <br />called between Lake Elmo, Valley Branch, West Lakeland and. concerned <br />residents; and, a decision will be made at that time to continue the <br />project. Storage sites in the County Park will also be explored. Amendment <br />earrai.ed 5-0. (Storage sites include West Lakeland, loth Street, <br />Cimarron, on —site, property west of County 1.79 Eagle Point Lake, and <br />the County PEwk. ) <br />Motion, as amended, carried 5-0. <br />Pumping will commence as soon as all necessary approvals are received. <br />Engineer Bobrer outlined the sequence of events; <br />1. Obtain temporary easement from 3M Club to go across Tartan Park property — <br />If this cannot be secured, a request to ET. Earthmovers will be made. <br />2. Obtain permits from Valley Branch Watershed District and DNR. <br />3. Obtain a larger pump, if needed. <br />The Magi.neer suggested Cimarron partially block the outlets from their <br />ponds in the southeast corner, if a, safe level of water can be stored <br />without damage to homes. Cimarron indicated they would look into this. <br />The Council will study alternate stibnage sites beginning this winter. <br />Mayor Armstrong closed the hearing at 10 p.m. <br />PROJI T 1006 — BOARD OF MANACFRS <br />Valley Branch has requested a Shoreland. Permit to clean out the outlet <br />around the pump box on Lake Jane for Project 1005. The DNR has been <br />notified. <br />Morgan moved, seconded by Armstrong, to approve the Shoreland Permit <br />for Valley Branch Watershed District to allow them to clean out the outlet <br />around the :pump box on Lake Jane (Project 1005) Motion carried 5-0, <br />The Council had no further comments on the Public Water Map. <br />project 1006 — The Managers reported their engineer is preparing a map <br />with the three alternates and one variation, along with the cost estimate. <br />if the Main Stem Study Committee agrees to one of the alternatives, that <br />alternative will be the one the Managers will take to hearing. Their <br />next meeting will be Tuesday October 28, at 7.30 P.m. <br />
