R-80-33 <br />RESOLUTION <br />CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />A RESOLUTION OPPOSING THE RECLASSIFICATION OF LAKE <br />ELMO REGIONAL PARK RESERVE TO REGIONAL PARK <br />WHEREAS, All the property purchased for the Lake Elmo <br />Regional Park Reserve was purchased for the purpose of creating <br />a Park. Reserve; and, <br />WHEREAS, this area was designated and described as a <br />Park Reserve at all the public hearings and meetings concerning <br />the plans for the acquisition and the development of the Lake Elmo <br />Regional Park Reserve; and, <br />WHEREAS, none of the conditions surrounding the nature <br />of the land or its appropriateness for various uses have changed <br />since the land was acquired and the meetings on the Park Reserve <br />were held; and, <br />WHEREAS, the area purchased exceeds the desired size <br />for a Regional Park by 2,000 acres.; and, <br />WHEREAS, the development of more than twenty percent (20%) <br />of the land area would certainly over -tax Washington County's <br />ability to manage and the City of Lake Elmo's ability to accom- <br />modate this development; and, <br />WHEREAS, the development of more than twenty percent (20%) <br />of the land area would be out of character with the present and <br />planned uses adjacent to the Park Reserve property in Lake Elmo, <br />which are guided by Metropolitan Council policies; and, <br />WHEREAS, the Metropolitan Development Guide indicates <br />that this area is entirely outside of the Metropolitan Urban <br />Service Area; <br />NOW, THEREFORE, BE IT RESOLVED, by the City Council of <br />the City of Lake Elmo,Washington, County, Minnesota, that: <br />1. The City of Lake Elmo strongly opposes the reclassi- <br />fication of the Lake Elmo Regional Park Reserve to Regional Park; <br />and, <br />2. The City of Lake Elmo will oppose said reclassification <br />throughout the hearing and review process on the Metropolitan <br />policies with respect to the Lake Elmo Regional Park Reserve and <br />throughout the process of review and hearings for the plan and <br />development of the Lake Elmo Regional Park Reserve; and into the <br />courts if necessary. <br />ADOPTED, this the 3rd day of June, 1980, by the City <br />Council of the City of Lake Elmo, Washington County, Minnesota. <br />Sly ED: <br />� � <br />ATTEST: Thomas G.
