RSO_ 23 RESOLUTION CITY OF LAKE ELMO WASHINGTON COUNTY, MLNNESOTA A RESOLUTION REQUESTING WASHING`T'ON COUNTY POST DEMONTREV ILLS TRAIL (C.S.A.H. 13,) FOR LTINIITED PARKING, IMPROVE THE SHOULDER OF C.S.A.H. 13, IMPROVE THE SIGHT LINE SOUTH OF THE PUBLIC ACCESS ON LAKE DEMNIREVILLE, AND POST SPEED LIMIT SIGNS ON C.S.A.H. 13 WHEREAS, the City of Lake Elmo has been working with the Washington County Highway and Sheriff's Departments for several years to diminish the safety hazards along Demontreville Trail; and, WHEREAS, said efforts have not been adequate to control parking abuses on private property; and, WHEREAS, there is not an adequate shoulder to assure off- street parking on the easterly side of C.S.A.H. 13 near the public lake access; and, WHEREAS, line of sight south of the public lake access does not permit safe ingress anal egress from the lake; and, WHEREAS, the maximum safe speed is 30 m.p.h. and there are not sufficient speed limit signs posted in this area; NOW, THERRFORE, BE IT RESOLVED by the City Council of the City of Lake Elmo that: 1. Washington County establish a "No Parking" Zone and post both sides of C.S.A.H. 13 from 50th Street North to Highlands Trail "NO PARKING"; except for the 120 lineal feet on the easterly side of C.S.A.H. 13 just north of the established public lake access; and, 2. Washington County authorize the improvement of said 120 lineal feet of shoulder north of the established public lake access; and, 3. Washington County explore alternative ways to improve the line of sight south of the public access and improve the line of sight; and, 4. Washington County approve and post a 30'mile per hour speed zone for C.S.A.H. 13 from 50th street North to North Highland Trail North.
