The applicant shall agree to develop and maintain <br />a private road over this right-of-way for access <br />to the two (2) lots and a cul-de-sac for emergency <br />access, and agrees to permit the City to improve <br />this road to City's standards at any time the City <br />deems it necessary. <br />F.
