R-82-3 <br />RESOLUTION <br />CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />A RESOLUTION REQUESTING THE FORMAL CREATION <br />OF AND POSTING OF A "NO PASSING" ZONE ON <br />STATE HIGHWAY 5 FROM COUNTY ROAD 17 TO <br />LAYTON AVENUE NORTH <br />WHEREAS, there is a high potential traffic safety <br />hazard on State Highway 5 from the northerly extension <br />of County Road 17 to Layton Avenue North because: <br />1. There is a. school zone with two access <br />to the school property; <br />2. There are entrances to a restaurant, gas <br />station, 2 car dealerships, a bar and several <br />other businesses; <br />J. There are two intersections with COUNTY <br />ROAD 17; and <br />4. The principal access for,Fire Department <br />vehicles is along this part of State Highway 5; and, <br />WHEREAS, there is only one lane improved for traffic <br />in each direction, no turn lanes, and many drivers are pass- <br />ing off the pavement or main -traveled portion of the road- <br />way and passing illegally on the right and left; and, <br />WHEREAS, the City's efforts to have the speed limit . <br />reduced: from 40 miles per hour have not been approved by <br />the Minnesota Department of Transportation; and, <br />WHEREAS, the Minnesota Department of Transportation <br />has the authority to create, designate and post "No Passing" <br />zones on State Highways; <br />NOW, THEREFORE, BE IT RESOLVED, by the City Council <br />of the City of Lake Elmo, that <br />. The City of Lake Elmo hereby urgently requests the <br />creation, designation and posting of. "No Passing" zones in <br />both directions along State Highway 5 from the northerly ex- <br />tension of County Road 17 to Layton Avenue North in the <br />City of Lake Elmo. <br />ADOPTED, this the 19th. day of January, 1982 by the <br />City Council of the City of Lake Elmo, Washington County, <br />Minnesota. <br />Signed: <br />Maynath L.
