CITY COUNCIL MEETING, JANUARY 19, 1982 <br />Mayor Eder called the meeting to order at .7:41 p.m. <br />Councillors in attendance: Mottaz, Fraser. and Novak. Morgan absent. <br />1. AGENDA: Additions: Administrator's Report - 7 G. Rink Maintenance <br />and 7 H. Comments on the Jaycee Plan. <br />M/S/P Fraser/Mottaz to accept the agenda, as amended. <br />2. MINUTES: January 5, 1982 and January 9, 1982, Special Meeting. <br />M/S/P Mottaz/Fraser to approve the minutes of January 5, 1982. <br />M/S/P Fraser/Eder to approve the minutes of January 9, 1982. <br />Motion carried 2-0-2 Mottaz and Novak abstained - not present,. <br />at this meeting. <br />3. CLAIMS: <br />M/S/P Fraser/Novak to consider Claim 82105 - LaFayette Co. <br />separately. <br />M/S/P Fraser/Novak to approve Claims 82088-82136, exclusive <br />of Claim 82105. <br />A. Appraisal Bill , LaFayette Company <br />The Council reviewed the breakdown of the bill. <br />Whittaker obtained two alternate bids on the recommendation <br />of Bob LaFayette. One was from Ray Kirchner for $400; the <br />other from Eldon Robey & Assoc. for $500. Iie also called <br />a State appraisal group whose estimate was $800. Mr. LaFayette <br />said he would accept the low bid as his fee. <br />M/S/P Mottaz/Fraser to pay Bob LaFayette, Claim 82105, $400 <br />for his appraisal fee. <br />4. OLD BUSINESS: <br />A. CUP - Cimarron Golf Course - <br />Stephen Taylor and Mike Ahrens were present to address the <br />complaints on noise and liability for damage to private residences <br />around the golf course, raised by the homeowners. <br />Noise - <br />Mr. -,Ahrens - it is common practice for courses to do maintenance <br />of the course prior to 7:30 a.m. Based on the MPCA standards <br />their equipment is within the allowable sound decibles for the <br />type of equipment used. He outlined the procedure they use for <br />mowing - starting at the furthest point of the course, away from <br />the home, and working towards the homes after the hours indicated <br />in the ordinance (7:30 a.m.). They...begin work at sunrise. They <br />endeavor to keep the decible sound,set by the ordinance, to within <br />the perimeter of the golf course. Have had only one complaint <br />raised by a nearby resident. <br />--Mottaz - loudness is not the concern; but, the nuisance effect <br />of the noise. Suggested modifying the equipment to further <br />muffle the sound. Mr. Ahrens said this would be looked into. <br />---Ahrens - Not practical to let golfers on later other alternative <br />would be to,mow:while people are golfing. <br />
