CITY COUNCIL MEETING, APRIL 20, 1982 <br />-7- <br />7. REGIONAL PARK AMENDMENTS - Continued <br />-- Al Dornfeld —some cooperative arrangement should be worked <br />out between the County, Met Council and Valley Branch. <br />--Lockyear - in response to Mottaz's question on locating a land- <br />fill site south/west of the park. Verified the Countv would <br />lose designated funding if a landfill were located in the park. <br />If this is the only place a landfill can go, a logical consideration <br />would be to replace the site with additional property south/west <br />of the park. This area will included in the County's search <br />area for potential and viable sites. <br />-- Eder - questioned the pine tree::thinnina operation on the Leo <br />Raleigh farm. Would like a copy of the Forestry Department's <br />report with an explaination of how the trees are being disposed <br />of. <br />Disappointeo in the response the City has ree.eive4 in the <br />development of this -'plate. Very litte input from the City has <br />been put into the (plan of the park. City is concerned,.and <br />its efforts appear to be wasted. <br />--Lockyear - also disappointed, have tried very hard to implement <br />the kinds of ideas, that were felt to be good -and brought up <br />by the City, and explain the ideas that did not meet the County's <br />plans. - <br />Removed the boat launch on the -,east side of the lake and the large <br />parking facility for the launch -on the west side of the lake; <br />removed the recreational camping from the north end of the park. <br />These actions are a direct result of consultation with the Council. <br />Want to be responsive. Plan is flexible - can be changed. <br />Concerned about the points brought out regarding the horse issue, <br />fishing issue and the northern service road - these have to be <br />answered. Would prefer a less formal way of discussing issues. <br />Intent is not to have the County ride roughshod over the City. <br />--Morgan - reitterated concern about landfill, not only in the <br />park, but anywhere in the City. <br />--Mottaz - Lake Elmo has to fight any landfill in this area and <br />wants to prevent this from becoming a 3,000 acre park. <br />--Al Horning, Valley Branch - Until a comprehensive surface water <br />management plan is developed,the watershed district cannot <br />safely provide for high yield marshland. Eagle Point will have <br />to fluctuate until another facility is available. <br />7.A. DEMONTREVILLE ACCESS - Dave Heuer - <br />Deputy Hauer asked what position the City was going to take on <br />additonal police patrol at the access for the fishing opener. <br />M/S/P Eder/Fraser to authorize police patrol-@$10/hr for two <br />weekends, May 15 and June 4, from 6 a.m. to 6 p.m, at the <br />Demontreville access. <br />8. PLANNING COMMISSION REPORT? - <br />A. Beaubien Simple Lot Division - Administrator reviewed the <br />request and the planning Commission recommendation to approve <br />the lot division. <br />--Eder - recommended securing an easement agreement from the <br />owner of Tract C (Beaubien's daughter) to provide improved <br />public access to parcel C when it develops. <br />M/S/P Mottaz/Morgan to adopt R-82-24, A Resolution approving a <br />Simple Lot Division to Everette Beaubien. <br />
