ENGINEER'S REPORT: <br />B. .Dean Johnston -'Continued <br />/- =-Bo rear — This holds true with the distance that a system <br />1 has to be above a groundwater table or bedrock condition. <br />The aft. requirement to permit placement a septic system <br />above the water table is considered safe, based on the <br />bes-c available technology. <br />--Novak - if all the safety features are built in, then how <br />far do you go with a variance. <br />--Bohrer -- can only address the engineering features of the <br />septic system. Some of the other variances, set backs for <br />driveways, etc. do not deal with the function or design of <br />the septic system, and, cannot or should not advise the Council <br />on since it is not an engineering dec:ialon. <br />--Eder - what are the specifics on Lila setback of the driveway - <br />adjacent to or not. <br />--Bohrer - it appears from the site plan the edge of the driveway <br />is 1-2 ft away from the property line. <br />--Mottaz - before the Council can give a variance from the <br />driveway setback would have to have a statement from the <br />adjacent property cwner,whose property would be infringed <br />upon, stating he has. no objection. <br />Audience Comments - <br />--Dean Johnston, 8200 Hill Tr. - Basically what .iG being <br />;XMpesed isa--house that i.s sa.fe for the neighborhood, is <br />consistent with the other homes in the area in terms of <br />the setbacks, the driveway is already existing and was not <br />challenged at the time. This is a new issue. Think all of <br />r the issues raised at the public hearing have been addressed <br />satisfactorily. <br />--Eder - questioned the driveway. <br />--Johnston driveway exists right now _ it is there. It was <br />put in as a part of the access to install the retaining wall. <br />--Eder - do not recall any showing or agreement on a driveway. <br />--Bill Schumacher, 8186 Hill Tr. N. asked for clarification <br />on the closest well,; and asked if there would be any effect <br />on the Klass well that is 60 ft. away. <br />--Bohrer - The Klass well to the east has a lower ground surface <br />eteVbtion, by the well, than. '-some of the upper drainfield <br />runs. However, 3 ft of earth vertically is considered adequate <br />to remove all of the harmful substances that are in the effluent <br />and 3 ft. horizonitally would do the same. <br />--Robert Peterson, 8278 Hidden Bay Ct. N. - lives about 500 ft. <br />from the proposed site. In the 26 yrs has lived in this area <br />has only asked for one variance. See four or five variance here. <br />One so critical to getting closer to the lake, where we know <br />there has been contamination. Do not understand how more than <br />one variance could be considered. <br />--Ben Klass, 8190 Hill Tr. N. - property owner to the east - <br />driveway in question adjoins his property. At the time the <br />driveway was installed had no objection, but, was not asked <br />if he had any objection. Have benefitted too in some respects. <br />Greatest concern is contamination of his well, with drainage <br />that may end up on his property and into his septic system. <br />This is everyone's main concern. Other than that has no <br />objection. At the present time, would have to think over the <br />suggestion of signing an agreementregarding the driveway variance. <br />Would have to discuss it with the neighbors. <br />
