R-82-43 <br />RESOLUTION <br />CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />A RESOLUTION AMENDING THE LAKE ELMO COMPREHENSIVE PLAN <br />TO INCORPORATE THE FINDINGS AND RECOMMENDATIONS OF THE <br />201 FACILITIES PLAN. <br />WHEREAS, the City of Lake Elmo has completed a 201 Facilities <br />Plan at the request and direction of the Metropolitan Waste Control <br />Commission and the Minnesota Pollution Control Agency and submitted <br />it for Metropolitan Council, Mn/PCA and U.S. EPA approval; and, <br />WHEREAS, said 201 Facilities Plan redefines the need for <br />.Metropolitan Sewers in the City of Lake Elmo; and, <br />WHEREAS, Metropolitan Sewer will not be needed outside of <br />Section 32 before 1990; and, <br />WHEREAS, the Planning Commission and City Council determined, <br />after a public hearing, that the City will nead just 3,700 population <br />equivalent units of. Metropolitan Sewer in Section 32 before 1990; and, <br />WHEREAS, the City Council believes that the additional 2,300 <br />p.e.u, will be needed by 2000 to serve development in Section 32, <br />especially if the Waste to Energy Resource Recovery Plant is built in <br />Section 32, as planned; and, <br />WHEREAS, the City of Lake Elmo has now adopted new ordinances <br />controlling On -site sewer systems, Wetlands, and Restrictive Soils; and, <br />WHEREAS, the Metropolitan Council requires these amendments <br />to the Lake Elmo Comprehensive Plan and must approve the Plan and <br />these amendments; <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF LAKE ELMO, WASHINGTON COUNTY, MINNESOTA THAT: <br />1. Pages 53, 55, 56, 57, 58, 60, 85, 87, 95, 96, <br />and 99 of the Lake Elmo Comprehensive Plan are <br />hereby amended, subject to review by the Metro- <br />politan Council; and, <br />2. The findings of the 201 Facilities Plan are <br />hereby incorporated in the Lake Elmo Comprehensive <br />Plan; and, <br />3. Ordinances regulating On -site Sewers, Wetlands," <br />and Restrictive Soils hereby become a part of the <br />documentations implementing the Lake Elmo <br />Comprehensive Plan. <br />
