(5 ayes) <br />15. ADMINISTRATOR'S REPORT, Cont'd... <br />D. DeMontreville Access - DNR is going ahead with condemnation <br />and County has approved plan. <br />Gary Fouks, 7864 DeMontreville Trail, brought in a letter dated 2/1 to <br />the Council signed by 14 residents regarding their opposition to the <br />proposed public access as follows: <br />"l. Placement is in an objectionable location. <br />2. Size of the access is much too large for the rural nature of <br />the area. <br />3. Possible unnecessary use of property owners' land. <br />4. Lack of clarification concerning car spacing, signs, lighting, <br />public toilets, landscaping and traffic control." <br />Of particular concern was the size of the parking lot which would be <br />the size of a football field according to the 1" = 100 feet scale. <br />Councillors were certain the scale must be off, and Whittaker will ask <br />Lee Markell to rescale plan. Information will be available at Tri- <br />Lakes meeting Monday night. <br />BREAK - 9:08 p.m. <br />16. FIRE CHIEF, BRUCE KUETTNER <br />A. Annual Report - In 1982, there was a total of 155 runs, 80 <br />were rescue calls and 75 for fire (mostly nuisance calls, with the most <br />serious being the Brine's fire). Have gone from 27 members previous <br />year to 23 members this year. Compensation for all men : is $6,000 <br />(i.e., $2.73 every time fireman had to make a call). Firemen's events <br />for 1983 were cited; last year's events were successful. ..Fire preven- <br />tion education program for schools will be started when State materials <br />are received. Officers were named, and Kuettner suggested he would not <br />be Fire Chief next year. Only mutual aid calls, besides Brine's fire, <br />were one in Bayport and a couple in Woodbury; Lake Elmo called one <br />mutual aid. Fire loss in Lake Elmo last year was less than $150,000. <br />We are taking a look at fire -fighting techniques and training due to <br />the deaths of 2 firemen at the Brine's fire. <br />B. Capitol City Mutual Aid Agreement - Language changes in <br />Sec. 5, Subd. 1, were made by Whittaker; and Agreement was reviewed <br />with attorney. Whittaker explained Section 6, Subd. 2, language <br />changes from prior agreement. <br />M/S/P Morgan/Fraser to execute "Capitol City Mutual Aid Association <br />Reciprocal Fire Service Agreement." (5 ayes) <br />C. Fire Department By -Laws - M/S/P Fraser/Morgan to approve <br />"Lake Elmo Volunteer Fire Department and Rescue Squad By -Laws." (5 ayes) <br />D. EMS Contract - M/S/P Fraser/Morgan to authorize signing of <br />the EMS contract. (5 ayes) M/S/P Fraser/Mazzara to authorize EMS <br />delegates: Jim Bjorkman and Dick Sacks as alternates, and Steve Potts <br />as principal delegate. (5 ayes) <br />
