SPECIAL MEETING <br />Lake Elmo City Council <br />February 5, 1983 <br />Mayor Eder convened the Special Meeting of the City Council at 8:45 a.m. with <br />the following Councillors present: <br />Dunn, Fraser, Mazzara, and Morgan <br />PUBLIC ACCESS, LAKE DE MONTREVILLE: Administrator Whittaker explained that <br />residents near the proposed access would not suuport the plan to have the <br />lake access and parking area on the lake side of the road. They would prefer <br />that the parking area be constructed on Lot 6, DeMontreville Highlands 5th <br />Addition, as there is more opportunity for a buffer from the neighborhood; <br />the parking area would be better separated from the neighborhood; the amount <br />of paved area could be minimized; and public facilities could be provided <br />and screened. <br />Whittaker reported that safety hazards could be minimized if the boat access <br />were separated from DeMontreville Trail by a curb or median, stop signs are <br />placed on DeMontreville Trail at 53rd Street, and a pedestrian crosswalk is <br />marked on DeMontreville Trail. <br />He also reported that he had met with County Commissioner Artie Schaefer who <br />said the County Board supported the relocation of the road; but that there would <br />not be any County funds for the relocation until 1985. <br />In discussion, the Council assured residents that the present City access would <br />be removed and the parking area obliterated once the DNR access is completed. <br />M/S/P Fraser, Morgan to support the original DNR plan calling for 15 parking <br />spaces for cars and trailers, parking on Lot 6, DeMontreville Highlands 5th <br />Addition, lake access and service lane separated from DeMontreville Trail by <br />a median strip or curb, stop signs at 53rd Street North and DeMontreville Trail <br />in all directions, a pedestrian crosswalk marked and signed approximately acros's <br />the road from the boat launch, and public facilities for sewer, waste disposal, <br />and telephone next to the parking area. All would be buffered from the adjacent <br />lots with a berm and plantings. Motion carried 5-0. <br />ADJOURNMENT: MISIP Morgan, Fraser to adjourn at 9:30 p.m. <br />
