LAKE ELMO CITY COUNCIL MEETING, AUGUST 2, 1983 <br />�� <br />10. JOHN MADOLE - LEAF COMPOSTING PROPOSAL AND GRANT APPLICATION: <br />Mr. Madole was present to explain the proposal. The Council <br />aupported the composting concept; but made it clear that <br />support of composting should in --.no way be construed as support <br />of landfilling. <br />M/S/P Morgan/Mazzara to adopt R-83-5'3, a Resolution supporting <br />a grant application to develop and run a leaf and sludge <br />composting area in the Regional Park by Washington County. <br />Carried 5-0. <br />11. JIM MCLEOD - WATER SUPPLY AT FIRE HALL FOR LANDFILL AREA RESIDENTS: <br />Jim McLeod, representing the citizens group HELP requested <br />the Council to provide a water supply area for residents in the <br />contaminated landfill area so that residents do not have to <br />purchase bottled water or go all the way to the Hammes Brewery. <br />After discussing several alternatives the Council and City <br />Engineer determined the best solutionwould be to install an <br />outside faucet at the Fire Hall. A water meter would also be <br />installed. The Council will later determine how to bill the <br />water - they all agreed that the cost should be absorbed by the <br />County. <br />M/S/P Morgan/Dunn to instruct the Maintenance Foreman to install <br />an exterior water spigot, with a spring loaded turn off valve, <br />and a water meter at the Fire Hall. This will serve as a <br />water supply source for residents within the contaminated <br />well area of the landfill. Carried 5-0. <br />13. COUNCIL REPORTS: <br />B. Dunn - Questioned the status of the notice of withdrawal <br />received from the C&NW railroad on July 25 . He stated <br />the public should be .informed that the railroad is not <br />going to locate in Lake Elmo. He also recommended that <br />the requested release be granted and the rezoning question <br />turned back to the Planning Commission. <br />--Fraser - do not think release can be given until the zoning <br />issue that is before the courts is resolved. <br />--Morgan - should grant the release as requested - this is <br />the first step - no reason not to meet this request. <br />--Eder - matter needs to be discussed in executive session. <br />M/S/P Morgan/Dunn to call an Executive Session with the City <br />Council, City Attorney, and City Administrator to discuss <br />the status of the C&NW railroad and their release request. <br />The session will be held Friday, August 5, 1983, at 4:30 p.m. <br />Carried 5-0. <br />ADJOURNMENT: M/S/P Mazzara/Morgan to adjourn at 10:00 p.m. Carried 5-0. <br />RESOLUTIONS: 83-50 - Jeff Nelson - Building Permit for Garage Constructi <br />'.
