LAKE ELMO CITY COUNCIL MEETING, AUGUST 2, 1983 �� 10. JOHN MADOLE - LEAF COMPOSTING PROPOSAL AND GRANT APPLICATION: Mr. Madole was present to explain the proposal. The Council aupported the composting concept; but made it clear that support of composting should in --.no way be construed as support of landfilling. M/S/P Morgan/Mazzara to adopt R-83-5'3, a Resolution supporting a grant application to develop and run a leaf and sludge composting area in the Regional Park by Washington County. Carried 5-0. 11. JIM MCLEOD - WATER SUPPLY AT FIRE HALL FOR LANDFILL AREA RESIDENTS: Jim McLeod, representing the citizens group HELP requested the Council to provide a water supply area for residents in the contaminated landfill area so that residents do not have to purchase bottled water or go all the way to the Hammes Brewery. After discussing several alternatives the Council and City Engineer determined the best solutionwould be to install an outside faucet at the Fire Hall. A water meter would also be installed. The Council will later determine how to bill the water - they all agreed that the cost should be absorbed by the County. M/S/P Morgan/Dunn to instruct the Maintenance Foreman to install an exterior water spigot, with a spring loaded turn off valve, and a water meter at the Fire Hall. This will serve as a water supply source for residents within the contaminated well area of the landfill. Carried 5-0. 13. COUNCIL REPORTS: B. Dunn - Questioned the status of the notice of withdrawal received from the C&NW railroad on July 25 . He stated the public should be .informed that the railroad is not going to locate in Lake Elmo. He also recommended that the requested release be granted and the rezoning question turned back to the Planning Commission. --Fraser - do not think release can be given until the zoning issue that is before the courts is resolved. --Morgan - should grant the release as requested - this is the first step - no reason not to meet this request. --Eder - matter needs to be discussed in executive session. M/S/P Morgan/Dunn to call an Executive Session with the City Council, City Attorney, and City Administrator to discuss the status of the C&NW railroad and their release request. The session will be held Friday, August 5, 1983, at 4:30 p.m. Carried 5-0. ADJOURNMENT: M/S/P Mazzara/Morgan to adjourn at 10:00 p.m. Carried 5-0.
