R-83-34 <br />RESOLUTION <br />CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />A RESOLUTION SETTING FORTH THE BASIC <br />DRAINAGE POLICY FOR THE COTTAGE GROVE <br />RAVINE WATERSHED. <br />WHEREAS, it has been the policy of the City of <br />Lake Elmo to control the rate and volume of surface <br />water run-off in Watersheds that have no natural out- <br />let; and, <br />WHEREAS, the Cottage Grove Ravine Watershed has <br />no natural outlet to the Mississippi River and any <br />outlet would be very expensive; and, <br />WHEREAS, the City Council of the City of Lake <br />Elmo finds that it is more cost-effective to use pond- <br />ing to limit the volume and rate of runoff from the <br />Cottage Grove Ravine than to provide an outlet to the <br />Mississippi River. <br />NOW, THEREFORE, BE IT RESOLVED by the City <br />Council of the City of Lake Elmo , <br />THAT, 1. It shall be a policy of the City of <br />Lake Elmo to limit the runoff generated <br />by new development to a rate no greater <br />than that which occurs presently. <br />2. It shall also be a policy of the City <br />of Lake Elmo to limit the runoff gen- <br />erated by new development to a volume <br />no greater than that which occurs presently. <br />3. These policies shall be enforced through <br />Subdivision Ordinance and Site and Building <br />plan procedures of the City of Lake Elmo. <br />ADOPTED, this the 17th. day of May, 1983, by the <br />City Council of the City of Lake Elmo. <br />SIGNED: <br />Maynar .
