LAKE ELMO CITY COUNCIL MEETING 3/6/84 PAGE 12 <br />He said truck loads of barrels were brought into the dump site. They <br />came from Chemlite; were covered by the bulldozer operator as soon as <br />they were brought in, and covered with sand rather than clay. He called <br />and made a complaint to the head of the MPCA (solid waste management <br />section) and was told: to mind his own business; that he didn't know what <br />he was talking about in regards to waste management; and this would <br />someday be a model dump site for the nation. <br />McLeod asked if anyone knew what happened to the $500,000 that was to be <br />put away for the reclaimation, land management, and the possible addition <br />of more dump sites land. McLeod is planning on pursuing this question <br />with the County. <br />McLeod further advised the Council that he had been told by Mr. Ayers <br />that Lake Jane Landfill Advisory Committee would be meeting sometime <br />after February 20th. When he didn't hear from Mr. Ayers, he called and <br />asked if any meetings were scheduled and was told that Ramsey County had <br />not yet appointed anybody to the Advisory Committee, and that the meeting <br />might have to be held without Ramsey County present. McLeod then <br />contacted Mr. Brubacher, Ramsey County Executive Director, and asked why <br />no one had been appointed to this advisory committee. Mr. Brubacher <br />stated the reasons as: The Ramsey County Board did not know what the <br />effect of appointing someone to this commission would be on pending legal <br />cases relating to the landfill; the board did not understand why Ramsey <br />County was to have only two places on the committee; the board was not <br />sure if having representation on the committee would tie them to any <br />possible financial settlement relating to the landfill site; the board <br />was not notified of a need to appoint anyone to this committee until <br />February lst; the board did not understand what the charge of the <br />committee was; the board did not understand why it could not wait until <br />after the Engineer's summer report to take action (the summer report on <br />the air -stripping). Mr. Brubacher denied ever being contacted by <br />Washington County on this matter., but stated he would get in contact with <br />Washington County and get the matter straightened out. <br />McLeod further stated that he then received a call from Mike Ayers who <br />said that McLeod's call to Ramsey County had affectively killed any <br />action that this committee might take; that he had no business telling <br />Ramsey County that the committee charge was to look for an alternate <br />solution to the landfill problems, other than just the air -stripping. <br />McLeod further stated that he sent a letter to Artie Schaffer stating it <br />is the opinion of HELP that it is Washington County's duty to go ahead <br />and seek a solution to the landfill problems; that the advisory committee <br />should meet without Ramsey County individuals present; or the Washington <br />County Board should hold direct hearings and find a solution to the <br />landfill situation. <br />Eder suggested that McLeod or Klaers talk to Mike Ayers' boss. She is <br />the one that insisted that our approach would not work.
