LAKE ELMO CITY COUNCIL MEETING 3/6/84 <br />PAGE 8 <br />adjacent areas that naturally drain to the highway right-of-way do occurr <br />on the north side (in the Lake Elmo area); about 57 acres in the <br />( northwest corner of CSAH 19 which will drain into their system. There is <br />also an area on the north side of CSAH 17 which will drain into a pond <br />and also into their system. <br />Eder asked if the ponding areas were going to be fenced. Shannon said as <br />a general rule they try to, especially in wet ponds, fence the ponding <br />area off completely. <br />Larry Bohrer asked (on the drainage that comes from Lake Elmo) what <br />assumptions have been made regarding land use as far as run-off <br />generation. <br />Shannon replied that they generally assume fully developed situations. <br />At the interchange areas they assume fairly heavy type commercial type <br />development, therefore; they anticipate higher run-off rates. In <br />general, they have assumed commercial development along the corridor and <br />less dense development in the adjacent properties. <br />Bohrer stated that recently Lake Elmo entered into a joint powers <br />agreement with Woodbury, Cottage Grove, Oakdale and a portion of Afton in <br />the watershed called the Cottage Grove Ravine. In that agreement, Lake <br />Elmo promised 'that it would not increase the rate or volume of run-off <br />presently leaving Lake Elmo. Larger capacity structures than are <br />necessary now may have been provided, but wanted to point out that it is <br />primarily for the protection of the highway; not to show the communities <br />down stream that Lake Elmo is planning to increase their rate and volume <br />of run-off. <br />M/S/P Dunn/Fraser - To adopt Resolution 84- 27, a resolution approving <br />the plans, special provisions, and specifications, as prepared by the <br />Commissioner of Transportation for the State of Minnesota, for the <br />improvement of I-94, within the corporate limits of the City of Lake <br />Elmo. (Motion carried 5-0) <br />Eder stated he would like a report on the total cost of the road. Mn/DOT <br />stated this report would be sent as soon as it is available. <br />7. Council Reports: <br />A. Dunn: Appreciation dinner for retiring commission members. <br />Dunn stated that last year at this time, we had an appreciation dinner <br />for the retiring members of the Planning and Park Commissions. The <br />retiring members are: Dave Morgan, Ed Nielson, Chuck Clausen, and Al <br />Martins from the Park Commission; and Bill Peterson from the Planning <br />Comission. <br />M/S/P Eder/Fraser - To authorize Bruce Dunn to arrange an appreciation <br />dinner for the retiring Park and Planning Commission members; and the <br />retiring Fire Chief, Bruce Kuettner, and the City will pay the dinner <br />bill for the retirees and their spouses. (Motion carried 5-0) <br />
