LAKE ELMO CITY COUNCIL MINUTES 10-16-84 PAGE 4 <br />7. City Administrator's Report <br />A. Water Meter Reading Card Policy <br />The Council discussed the proposed Policy of Water Meter Readings and <br />asked that the following changes be made. <br />1. Those residents that notify the City office that they will be <br />on vacation will not be charged a penalty for not returning <br />their card. <br />2. Before the water is turned off, the resident should be <br />notified by certified mail of the City's intentions. <br />3. Reword the policy so it states that if a resident is <br />not returning the meter card, but is paying their water <br />bill, the water will not be turned off. <br />4. Check to see if the penalty charges are legal. <br />5. Reword "maintenance man" to "City employee". <br />The consensus of the Council is to table approval of this policy until <br />it is reviewed by the Council after the above revisions have been <br />made. <br />B. Snow Removal Contracts for 1984-85 Winter Season <br />The City received one bid for the winter snow plowing from the five <br />that were solicited. The one bid received is from Dan Olinger (who <br />did the work last year) and is asking for $70 per hour, approximately <br />$5 more per hour for the use of his equipment and his time than last <br />year. <br />Dunn suggested that we check with Mr. Olinger on the rate that will be <br />charged for a light snowfall. when the smaller machine is used. <br />M/S/P Dunn/Morgan - To accept the bid from Dan Olinger for the <br />1984/85 winter season snow removal. (Motion carried 5-0). <br />C. Setting City Council meeting date on Wednesday, November <br />7, 1984, instead of Tuesday, November 6, 1984 (Election Day) <br />M/S/P Dunn/Morgan - To reschedule the regularly scheduled Council <br />meeting in November from Tuesday, November 6, 1984, to Wednesday, <br />November 7, 1984. (Motion carried 5-0). <br />Fraser stated she will be out of town on November 7th and asked that <br />any deferable non -red-hot items be deferred from this November 7th <br />meeting. <br />D. Reconsideration of appointment to Cottage Grove Ravine <br />Watershed Commission. <br />The Council reviewed the letter from Tom Armstrong in which he asks <br />the Council to reconsider their appointment of the City Administrator <br />
