Klaers, City Administrator RE: Informational Material for November 7» 1984 Council Meeting I regret having to inform the City Council that earlier this week Councillor Laura Fraser received news that her father had passed away" Laura's family lives on the East Coast and the staff has sent flowers on behalf of the Council expressing their sympathy. Laura will be out of town for the 11~7 meeting" l" Attached for your information is the most recent City Newsletter, dated October 23, 1984. This newsletter edition highlights articles on the Waste -to -Energy Project and the up coming election on Tuesday, November 6. 2" Regarding the up coming election, the Staff has been informed by Washington County that the names of the candidates are rotated from one precinct to another. The staff did not have any input in the process or placing names on the ballot as the County has this responsibility and did so without consultation with the City" 3" Attached for your information is a newspaper article from the October 29, 1984, Minneapolis Star and Tribune. This article discusses NSP's efforts for garbage disposal plants. The article also mentions the Ramsey/Washington proposal for both a waste -to -energy plant and RDF plant 4. Earlier this month the staff received a question from a Council member concerning the placement of water shut offs on new hook-ups to the City water system" In response to this questions, their are three shut-off locations for water services to new businesses and homes" The first shut-off is at the curb stop located at the edge of the City street around the curb location. The second spot for a water shut-off is outside the house by the water meter" The third location is inside the house very close to the water meter location" Therefore, when the City needs to shut off a water service this can usually be accomplished without digging into the street to locate the curb stop" 5" Attached for your information is a memo from the AMM Executive Director, Vern Peterson, to all member cities" This memo outlines activities that are of interest to the AMM and its member cities"
