MEMO <br />October 31, 19B4 <br />TO: Mayor and City Councilmembers <br />FR: Patrick D. Klaers, City Administrator <br />RE: Informational Material for November 7» 1984 Council Meeting <br />I regret having to inform the City Council that earlier this week <br />Councillor Laura Fraser received news that her father had passed away" <br />Laura's family lives on the East Coast and the staff has sent flowers <br />on behalf of the Council expressing their sympathy. Laura will be out <br />of town for the 11~7 meeting" <br />l" Attached for your information is the most recent City Newsletter, <br />dated October 23, 1984. This newsletter edition highlights articles <br />on the Waste -to -Energy Project and the up coming election on Tuesday, <br />November 6. <br />2" Regarding the up coming election, the Staff has been informed by <br />Washington County that the names of the candidates are rotated from <br />one precinct to another. The staff did not have any input in the <br />process or placing names on the ballot as the County has this <br />responsibility and did so without consultation with the City" <br />3" Attached for your information is a newspaper article from the <br />October 29, 1984, Minneapolis Star and Tribune. This article <br />discusses NSP's efforts for garbage disposal plants. The article also <br />mentions the Ramsey/Washington proposal for both a waste -to -energy <br />plant and RDF plant <br />4. Earlier this month the staff received a question from a Council <br />member concerning the placement of water shut offs on new hook-ups to <br />the City water system" In response to this questions, their are three <br />shut-off locations for water services to new businesses and homes" <br />The first shut-off is at the curb stop located at the edge of the City <br />street around the curb location. The second spot for a water shut-off <br />is outside the house by the water meter" The third location is inside <br />the house very close to the water meter location" Therefore, when the <br />City needs to shut off a water service this can usually be <br />accomplished without digging into the street to locate the curb stop" <br />5" Attached for your information is a memo from the AMM Executive <br />Director, Vern Peterson, to all member cities" This memo outlines <br />activities that are of interest to the AMM and its member cities" <br />
