March 14, 1985 <br />TO: Lake Elmo City Council T V1 <br />FR: Patrick D. Klaers, City Adminsitrator <br />RE: Informational Memo for March 19, 1985 City Council Meeting <br />1. Attached for your information is the most recent City Newsletter <br />dated 3-12-85. This newsletter edition highlights articles on the <br />request for pumping at Sunfish Lake and the Council appointed Office <br />Space Committee. <br />2. For your information, the City staff is somewhat shorthanded this <br />month as Deputy Clerk Kathy Crombie is on call for jury duty. She has <br />been coming in early, but has been called out of the office frequently <br />during the middle part of the day. <br />3. Attached for your information are two articles on the Comparable <br />Worth Law One article is from the Washington County Bullet nand <br />discusses the County's situation in complying with this law. The <br />other article is from the Minneapolis Tribune and discusses local <br />cities efforts to comply with this law. <br />The City staff is in the process of revising the job descriptions for <br />the City employees to insure that they reflect the work that is <br />actually being accomplished. We will then proceed with some <br />discussions with the City Council on the most appropriate method to <br />comply with this State law. At this point, I believe, we should go <br />with the job match program with the state government positions. This <br />is the simplest of all the procedures to follow. <br />4. After the 16 inch snowfall that we rececived on Sunday and <br />Monday, March 3 and 4, the City received very few complaints and we <br />actually received some compliments on our snow removal operation. <br />This was the heaviest snowfall of the season but overall the amount of <br />snow has been somewhat light. However, the snow removal equipment has <br />been hit hard because of the large amount of scraping of ice that is <br />required and the frequent amount of small snowfalls requiring snow <br />removal duties. The replacement of the blades on the City trucks is a <br />typical annual expense but this year we seem to have gone through more <br />blades than usual. <br />5. Attached for your information is a memo from Washington County <br />regarding Tornado Awareness Week . With the resignation of Dave <br />Wisdorf, the City has no Civil Defense Director on staff. Either the <br />new Maintenance Foreman should assume this position or we may need <br />some City Council discussions on whether or not the Fire Chief should <br />assume this position and responsibility. Currently, if we had a <br />disaster such as a tornado or a truck load full of chemicals <br />overturning on the highway, the -Fire Department would be the lead <br />agency with mutual aid, Washington County and EMS involvement. There <br />is no doubt that adequate procedures and steps would be taken to <br />insure the safety of the area if a disaster took place. Note that the <br />Tornado Awareness Week calls for a mock tornado drill on Thursday, <br />3-21-85. <br />
