1. <br />CITY COUNCIL MINUTES FOR 3-19-85 PAGE 5 <br />Christ/Dunn - To deny the application by 'Con Bishop/Clapp Thommssen <br />for a rezoning from RR to RI that property Located at the corner of <br />Stillwater Blvd and, Inwood Avenue. (Motion carried 4-:1. fMazzara>) <br />The Council acknowledged that the lots will need variances for <br />exceeding the maximum lot size in a cluster development, <br />M/S/P Morgan/Dunn - To give preliminary concept approval for the <br />cluster development of eleven lots at the corner of Stillwater Blvd. <br />and Inwood Avenue, to Dan Bishop/Clapp-Thommsen, assuming that all <br />ordinances and code requirements are met, including the County's <br />restrictions on the proposed cul-de-sac. (Motion carried 5--0) <br />C. House moving emergency action request by Ken Evanoff <br />on Lake Jane: Shoreland Permit and honing Code front <br />yard variance. <br />The Engineer stated that, the Evano.ff's presented a revised sketch of <br />The plan to move their existing house. Their intention is to move the <br />house back thirty feet. The house presently does not have a, basement, <br />but the plan I; to raise the house; up and move it toward the road so <br />they could build a basement under it. The basement floor would be at <br />the 100 year flood elevation (929 feet). Because these plans have <br />been changed, and the house will meet the setback requirement from the <br />road, no public hearing will be required. The Engineer has been in <br />contact with VBWD, and they indicate they will do nothing to <br />discourage the Evanoff's from moving their house. <br />Christ/Mazzara -To grant a Shoreland, Permit to KeY and Kathy Evanoff <br />at 9199 Jane Road North for the purpose of moving their home back <br />approximately thirty feet from its present location and, for the <br />construction of a. basement. (Motion carried 5-0). <br />M/S/P Morgan/Dunn - To waive the fee .for the permit to move this <br />house. (Motion carried 5.-0) <br />D. 201 Program Update <br />The Administrator advised the Council that the boards have been sold <br />for this project and are now available to the City. The City has <br />requested $97,000 plus which will cover the City's expenses to date. <br />The Engi.neer"s report dated March 14, 1985 indicated that the MPCA <br />review of the 97 individual and 13 off -site septic systems is now in <br />process. This review should be completed by the end of March, after <br />which any required changes to the plans will be made. The project is <br />still -on schedule for mid -summer construction start-up. <br />E. Report on Washington County plans for CSAH 13B and <br />CSAH 15. <br />The Engineer's report dated March 14, 1985 reviewed the proposed work <br />by the Washington County Public Works Department as presented by Dick <br />Herold at the March 5, 1985 council meeting. <br />✓' The Engineer's major concern regarding the work on County Road 13B <br />(Inwood Avenue) is compliance with, the 1% rule because recently the <br />City formally adopted this rule for all areas of the City except the <br />small area that lies within the Ramsey/Washington Metro Watershed <br />District.
