LAKE ELMO CITY COUNCIL MINUTES <br />APRIL 21, 1987 <br />Mayor Arlyn Christ called the City Council meeting to order at 7:00 <br />p.m. in the City Council Chambers. Present: Christ, Moe, Armstrong, <br />Graves, Johnson, City Engineer Bohrer and City Administrator Overby. <br />1. Agenda <br />Add: 6D. Update on Legion Pond and MSA Street Improvement, 7F. Oak <br />Wilt, 7G. Personnel Committee, 7H. Summer Youth Employment Positions <br />City Administrator Overby clarified that on the agenda 5B. James <br />Jungmann indicates that there are two variances for him, but the <br />variance to setback from OHWM is not required. Also, 5D Joe Rogers <br />Rezoning is not a continuation of a public hearing. <br />M/S/P Graves/Armstrong - to approve agenda for the April 21, 1987 City <br />Council meeting as amended. (Motion carried 5-0). <br />2. Minutes: April 7, 1987 <br />M/S/P Johnson/Graves - approve the April 7, 1987 City Council meeting <br />minutes as amended. (Delete City Planner Rob Chelseth). (Motion <br />carried 4-0-1<Chris0 ). <br />3. Claims <br />M/S/P Graves/Armstrong - to approve the April 21, 1987 City Council <br />claims #88655 thru #88693 as presented. (Motion carried 5-0). <br />4. A. Landfill Committee Update <br />Todd Williams reported that their bill was defeated in the Full -Senate <br />by a 7-7 vote. Because it was defeated in the Senate Committee, <br />different language must be used for the floor amendments which will be <br />presented to the legislators sometime in the remainder of the session. <br />The Citizens Committee will be begin lobbying the entire legislature <br />this week. They are in the process of preparing enough summary sheets <br />so everyone can have a copy. They are going to contact every <br />legislator and encourage anyone to contact their legislator to support <br />this bill. <br />Chairman Willard Munger has called for a report by the MPCA and the <br />Metro Council on the site and has set up a meeting for sometime in the <br />next two weeks with all of the affected parties. <br />Todd Williams asked if the City Attorney could look at the power of <br />the letter that was received from Washington County Attorney Dick <br />Arney to the County Board regarding the restrictive convenants on Parr <br />Reserve land purchases. <br />The Citizens Committee believes that the City should hire an attorney <br />
