LAKE ELMO CITY COUNCIL MINUTES APRIL 21, 1987 <br />PAGE 3 <br />City Engineer Bohrer had the following recommendations regarding the <br />septic system. <br />1. The septic tank cover should be removed and the condition <br />of the baffles checked. <br />2. The distance to the neighbor's well to the north must be <br />checked to make sure the drainfield is at least 50' away. <br />3. The design flow for a 5-bedroom house is 900 gallons per day. <br />4. Percolation rates in the 6-15 mpi range requires 1.27 SF/gpd <br />of treatment area; therefore: <br />900 gpd x 1.27 SF/gpd - 1,143 SF of drainfield required. <br />5. Typical trenches are 3-feet wide; therefore: <br />1143 SF = 381 lineal feet of 3 foot wide drainfield <br />3 is required. <br />6. City Code requires a minimum of 12" of filter rock under the <br />distribution pipes. <br />7. The land is sloping; therefore, a drop box system is <br />required. <br />M/S/P Armstrong/Johnson - to approve the application by Donald Wright, <br />2069 Lake Elmo Avenue for a Shoreland Permit to allow construction of <br />a 22' x 26' addition and installation of a new drainfield, contingent <br />upon the City Engineer's recommendation regarding the septic system. <br />(Motion carried 5-0). <br />B. PUBLIC HEARING: Request for variance to setback from OHWM, <br />Variance to sideyard setback, and shoreland permit for an <br />accessory structure. James Jungmann, 9404 Lake Jane Trail. <br />Mayor Christ opened up the public hearing at 7:50 p.m. in the City <br />00uncil chambers. <br />Mr. James Jungmann proposes to build a 960 sq.ft. accessory building <br />at 9404 Lake Jane Trail. Since this lot is on the southeast shore of <br />Lake Jane, Shoreland Regulations apply. <br />FINDINGS OF FACT: <br />1. That public notice was duly published and sent. <br />2. That the code allows one accessory building up to 1000 SF <br />in an R-1 zone. Since this building is 960 SF and there <br />are no other accessory buildings, this proposal is allowed. <br />3. That Mr. Jungmann proposes to place this building within <br />5' of the east property line where 10' is required. A <br />
