RESOLUTION 87-46 <br />CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />A RESOLUTION DENYING CONCEPT PLAN APPROVAL TO FEDERAL LAND COMPANY <br />FOR A DEVELOPMENT PROPOSED UNDER THE PROVISIONS OF CHAPTER 302 OF <br />THE LAKE ELMO MUNICIPAL CODE PROVIDING FOR PLANNED UNIT DEVELOPMENT. <br />Whereas, Martin Colon on behalf of Federal Land Company, has <br />applied for concept approval for a Planned Unit Development to be <br />located on the land described as approximately 56 acres located in <br />Northwest Quadrant intersection of Hudson Road (I-94 and Hwy No. 12) <br />and C.S. A. H. No 19). <br />Whereas, the proposed plan, now on file with the City Clerk, has <br />been reviewed by the City staff and considered by the Lake Elmo <br />Planning Commission, as required by City Ordinances; and <br />Whereas, the Lake Elmo City Council has also considered the <br />proposed Planned Unit Development together with the recommendations of <br />the Planning Commission thereon and the recommendations of the City <br />staff; and <br />Whereas, The Lake Elmo City Council has determined: <br />Section 301.080C.2, Planned Unit Development, General Requirements and <br />Standards, Comprehensive Plan/Ordinance Consistency states: "A <br />proposed PUD shall be consistent with the City Comprehensive Plan and <br />the intent and purpose of City Code provisions relating to land use, <br />subdivision and development." <br />Description of Federal Land Company proposed PUD <br />The Mixed Use PUD is proposed to be built in two phases. <br />Phase I is to be located on the eastern two-thirds of the property, on <br />approximately 36.9 acres. Proposed land uses in Phase I include: 4.3 <br />acres for a ponding area on the north end; 14.8 acres for a shopping <br />center site (building and parking); 2.2 acres for a "satellite use" <br />(restaurant); 1.1 acres for a bank; 1.4 acres for a service <br />station/car wash; 1.5 acres for a savings and loan; 2.0 acres for <br />ponding on the southwest end of the site. <br />Phase II is to be located on the northwesterly one-third of the <br />property, on approximataely 20.9 acres. <br />Proposed land uses in Phase II include: 4.8 acres for <br />office/warehouse; 8.2 acres for office/warehouse; 5.1 acres for single <br />family homes. <br />
