RESOLUTION 87-18 <br />CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />A RESOLUTION EXPRESSING OPPOSITON TO THE SITING OF A NEW LANDFILL <br />FACILITY IN THE CITY OF LAKE ELMO <br />WHEREAS, the City of Lake Elmo and its residents are <br />currently suffering the effects of one leaking landfill operated <br />by Washington and Ramsey Counties; and <br />WHEREAS, Washington and Ramsey Counties have applied only the <br />minimally acceptable remedial measures to alleviate the suffering <br />of Lake Elmo residents whose wells have been contaminated by the <br />leaking landfill, resulting in continuing suffering by those <br />residents and the City in general; and <br />WHEREAS, there is no known technology which can absolutely <br />guarantee that a sanitary landfill will not leak toxic materials <br />into the environment; and <br />WHEREAS, the City of Lake Elmo has had over 2000 acres of <br />productive land taken for a Regional Park Reserve; and <br />WHEREAS, many Lake Elmo residents were forced from their <br />homes for the purchase of land for this Park Reserve; and <br />WHEREAS, these same residents were promised that their land <br />would be used only for park purposes; and <br />WHEREAS, in spite of repeated pleas from the City and from <br />residents of Lake Elmo, Washington County has proposed that a new <br />landfill. be located in the City of Lake Elmo and in the Lake Elmo <br />Regional Park Reserve; and <br />WHEREAS, the site for this proposed landfill is very close to <br />Eagle Point Lake, which is part of the Main Stem drainage of the <br />Valley Branch Watershed District; and <br />WHEREAS, contamination of Eagle Point Lake by the proposed <br />landfill would lead to contamination of many bodies of water, <br />including the St. Croix River; and <br />WHEREAS, the siting of a landfill should not be in a City <br />already suffering from another leaking landfill, should not be in <br />a Regional Park Reserve, and should not be near a major watershed <br />drainage system; <br />WHEREAS, no other community in Minnesota has more than one <br />mandated landfill; and <br />
