LAKE ELMO CITY COUNCIL MINUTES FEBRUARY 2, 1988 PAGE 9 <br />the Council was to award the one year contract to TMT, but a formal <br />motion to that effect was needed for the records. <br />M/S/P Moe/Graves - to award a one-year curb-side'recycling contract to <br />TMT based on a once -a -month pickup at the rate of 45 cents per <br />household. Furthermore, the City Administrator/Attorney is instructed <br />to draft a contract for this program which will be signed by the Mayor <br />and City Administrator. (Motion carried 5-0). <br />C. I-94 Overlay District <br />Deputy Clerk Kueffner pointed out that boundaries were not defined in <br />the I-94 Overlay District Ordinance. Councilman Graves, having worked <br />on the Overlay District when he was on the Planning Commission, will <br />research this and come back with a recommendation for the next City <br />Council meeting. <br />D. Comprehensive Plan <br />People are coming in with applications for development and the <br />question has come up as to what Comprehensive Plan we are under--1979 <br />or 1986. Marge Williams stated that the Metro Council has approved <br />the Goals and Policy statements which are the first 29 pages, but the <br />appendixes have not been approved. Mary will work with the Metro <br />Council to get this resolved. <br />E. Acting City Administrator <br />The Council suggested that Mary Kueffner be officially made Acting <br />City Administrator until the.Council hires a City Administrator. <br />Additional compensation will be given for this period of time; <br />retroactive to January 1st, 1988. <br />M/S/P Armstrong/Graves - to make Mary Kueffner the Acting City <br />Administrator until the Council hires a City Administrator; <br />recognizing thus will be an increase in compensation during this <br />period of time. (Motion carried 5-0). <br />F. Office Procedures <br />Bob Overby had brought up the concern to City Attorney Knaak on who <br />has access to City Hall and what potential problems could arise. The <br />Council felt that the official documents of the City should be locked <br />up, but maps and the copier should be accessible for work committees. <br />Councilman Johnson suggested a temporary clerk come in and help with <br />filing and clerical work. <br />M/S/P Johnson/Moe - to adjourn the City Council meeting at 11:45 p.m. <br />(Motion carried 5-0). <br />
