(Motion carried 4-0). <br />8. ADMINISTRATION <br />A. Charitable Gambling Update --VFW and Lake Elmo Jaycees <br />When the City Council adopted the ordinance permitting Charitable <br />Gambling, one of the requirements the City put in the ordinance was to <br />reserve the right to review the distribution of their funds derived <br />from the gambling. John Hughes of the Lake Elmo Jaycees provided a <br />report which covers October 1986 thru January 1988. Leonard Feeley of <br />the VFW will .be sending an update by mail. <br />B. Adoption of Appendix E of State Building Code (Continuation) <br />This was tabled at the last City Council meeting to receive input from <br />Lake Elmo Fire Chief, Fran Pott. Jim McNamara provided a breakdown of <br />the different classification of occupancies. <br />Fire Chief Fran Pott stated the Fire Department was in favor of <br />sprinklers and are looking at the life safety issue with sprinkkTs and <br />gave statistics of 5,000 lives are lost in residential fires. <br />Sprinklers and smoke detectors can save 90 percent of the lives <br />because the occupants get caught sleeping. Twenty cities have <br />Appendix E in the the Metro Area. It has not been adopted universally <br />because of the inflexability and the economics of putting a system in. <br />The water system has to be looked at because you have to get 18 <br />gallons per minute at each head. <br />Steve DeLapp stated that the main factor according to Richard Brooks, <br />State Building Inspector, the greater your fire fighting code, the <br />lower the ISO rating. Lake Elmo's ISO rating is #6 because of very <br />few fire hydrants and all we have are pumpers 5 miles away. Del.app <br />felt the payback would be in lower insurance premiums. <br />Building Official McNamara stated whenever there is a change of <br />occupancy, the building would have to be looked at for sprinkling. <br />DeLapp clarified that occupancy means "change the kind of use". The <br />average cost of a sprinkler is $1.13 per sq.ft., one head covers <br />approx. a 10' x 10' area. Change in feed line, auxilary pumps or <br />towers are not added into this figure. <br />Ed Gorman, owner of the White Hat Restaurant, checked with his <br />insurance company when he expanded his restaurant and found there was <br />no payback. You are in a risk category just being in Lake Elmo. It <br />doesn't matter how great your sprinkling system is. <br />M/S/P Armstrong/Johnson - to adopt Appendix Chapter 38 (E) of the <br />State Building Code into the Lake Elmo building code.
