LAKE ELMO CITY COUNCIL MINUTES JULY 19, 1988 PAGE 7 <br />--Review the trend of depleting reserve balance over the past <br />two years. <br />--Continue efforts to compel the County to complete the assessment <br />process and conclude the City's participation in the bonding program <br />related to the 201 program. <br />--Monitor the cash position of the City's 201. Fund. <br />--Verify compliance is being achieved for EPA Grant program. <br />--Review qualifying types of expenditures prior to expending such <br />amounts in the Infrastructure Reserve Fund. <br />--Review water rates annually to assure full funding of water <br />operations. <br />--Reconsider the viability of implementing the general ledger and <br />payroll computer system and consider other computer alternatives. <br />The Council asked to increase our park dedication fees to what other <br />cities are charging. City Attorney Knaak added he would have input on <br />this for the Council. <br />The consensus of the Council was to direct the staff to follow through <br />with the auditors' final recommendations. <br />M/S/P Graves/Johnson - to approve Resolution No. 88-30 Ordering <br />Interfund Audit Adjustments. (Motion carried 5-0). <br />8. GOETSCHEL--APPEAL TO VARIANCE DENIAL <br />In December, 1986 the City Council denied a variance requested by <br />[Halter Goetschel for a 3,000 sq.ft. accessory building (1,000 sq.ft. <br />would be allowed on the 5 acre parcel). There were two comments made <br />by the Council when this request was heard: (1) Mr. Goetschel should <br />see if more acreage could be added to the five acres; and (2) the <br />Planning Commission considered amending the City Code to prorate the <br />size allowed for accessory structures on parcels of land over ten <br />acres in the RR zoning district. <br />Mr. Goetschel has followed through with the council's recommendation <br />and has purchased 20 acres of additional land (parcel 2660) and will <br />deed this property to his daughter and son-in-law (Mr. & Mrs. Klatt) <br />so the Klatt's will have a total of 25 acres; contingent upon the <br />variance for accessory structure. <br />The Council has in the past allowed larger accessory structures based <br />on the ammount of land the property owners had. Variances were <br />granted to Steve Pott, Donald Durand and Bernie Meyer for accessory <br />structures larger than what is allowed in the zoning district. <br />Approval of these variances were based on the amount of land that each <br />applicant had. <br />
