Box 6 <br />Stillwater, Minnesota 55082 <br />Dear Ms. Luth and Mr. Ohlund: <br />Mr. Dennis Ohl and <br />Ramsey County Division of <br />Environmental Health <br />610 American Center Building <br />150 East Kellogg Boulevard <br />St. Paul, Minnesota 55101 <br />Re: 1988 Progress Report No. 1/Washington County Landfill No.l <br />As indicated by the above -referenced report, and as Mary Luth and I discussed on <br />February 9, 1988, the Counties have begun discussions regarding a work plan to <br />evaluate the feasibility of excavating solid wastes from the landfill. <br />As you are aware, this response action alternative was evaluated in the report <br />entitled "Phase III Final Report: Washington County Landfill No.l <br />Investigation," E. A. Hickok and Associates (Hickok), May 19, 1983. Removal of <br />wastes was not recommended by Hickok because of the prohibitive expense of the <br />removal and disposal of the wastes. Instead, upon review of the Hickok report, <br />the Counties selected the installation and operation of a ground water gradient <br />control well and air stripping treatment system as the response action <br />alternative. This alternative was approved by the Minnesota Pollution Control <br />Agency (MPCA) staff and became the alternative selected for the Response Action <br />Plan in the Response Order By Consent (Order) between the Counties and the MPCA <br />dated October 24, 1984. <br />The MPCA staff believed then, as we do now, that the ground water gradient <br />control well and air stripping treatment system alternative is the most <br />appropriate, reasonable, and necessary response to the release of hazardous <br />substances from the landfill to protect the public health and welfare and the <br />environment. For this reason, it is the position of the MPCA staff that the <br />discussion of the work plan for the feasibility study to excavate solid wastes <br />from the landfill is beyond the scope of the Order.
