CITY OF <br />LAKE <br />ELMO <br />City of Lake Elmo 777-5510 <br />3800 Laverne Avenue North / Lake Elmo, Minnesota 55042 <br />July 29, 1988 <br />TO: Mayor and City Council <br />FROM: Pat Morrison, City Administrator <br />SUBJECT: Informational Memo <br />Councilman Don Moe is out-of-state and unable to attend our August 2nd <br />meeting. <br />Green Acres Compliance: Upon the recommendation of the Auditor, the <br />Council directed staff to determine compliance of those persons currently <br />filed under the Green Acres Act. <br />In discussing this with Frank Langer, he advised me that Washington County <br />is responsible for compliance measures and as Assessor for Lake Elmo, he <br />is charged with the responsibility to determine if compliance is being met <br />in Lake Elmo. <br />He further advised that to qualify for Green Acres you need only <br />demonstrate you have ten tillable acres, and thereafter the person needs <br />to meet only one of the several criteria (as listed on page 12 of the <br />Auditor's Management Report) to stay in compliance. Frank determines that <br />at least one of the criteria, or restrictions, are met when he views the <br />property (he evaluates 1/4 of the City each year). It is his opinion, <br />which is shared by the County, that all those persons in Lake Elmo, under <br />the Green Acres provision, are in compliance. <br />For your information, he informed me that at least 80% of agricultural <br />land in Washington County is filed under Green Acres. If you feel you <br />would like me to pursue this further, please advise me accordingly. <br />Election Filing Dates: For your information filings for local office <br />will open on August 30th, and run through September 13th. (State Primary <br />is September 13 and the General Election is November 8th). <br />The 1988 Legislative Session produced some changes in the Fair Campaign <br />Practice Act; I have enclosed a summary of the amendment from the League, <br />as well as summary from the Secretary of State's office. In my opinion <br />the major point for candidates to remember is that if they received/spend <br />$750.00, or more, it must be reported to the State, through my office. <br />When the time comes for reporting, I would be happy to try to answer any <br />questions you may have. <br />
