ORDINANCE 8016 <br />CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />AN ORDINANCE AMENDING THE 1979 MUNICIPAL CODE OF LAKE ELMO <br />Section 1. Amendment. Section 207 of 1979 Municipal Code of Lake <br />Elmo adopted October 16, 1979, is hereby amended to read as follows: <br />207 CITY ADMINISTRATOR <br />207.010 CREATION The office and position of City Administrator is <br />hereby created within the City of Lake Elmo. <br />207.020 APPOINTMENT The City Administrator shall be appointed by the <br />City Council and shall serve for an indefinite term. He shall be <br />chosen on the basis of executive and administrative qualifications, <br />and shall have experience and knowledge in the area of government or <br />business administration. <br />207.030 CONTRACT The City may enter into such employment agreement <br />as it deems necessary to further the purposes of this ordinance. <br />207.040 PRIMARY OBJECTIVE OF POSITION The Administrator shall be the <br />chief administrative officer for the City, and shall: <br />A. Plan and direct the administration of city functions as <br />delegated by the City Council to ensure efficient municipal services <br />and development in line with council objectives, City ordinances, and <br />State law. <br />B. Advise the City Council regarding the impact of policy <br />decisions and to represent the interests of the City of Lake Elmo in <br />matters before other governmental agencies as delegated by the City <br />Council. <br />C. Supervises/Manages the administration of all departments <br />within the City. Operate with considerable discretion in normal <br />administration functions and in implementing policies of the Council. <br />Responsible for effectively recommending policies, employee staffing, <br />budgets, code modifications, and public communications where Council <br />action is required. <br />D. Advise Council in matters concerning planning, including but <br />not limited to zoning, platting, variances, shoreline permitting, <br />conditional use permits and subdivisions. <br />207.050 MAJOR AREAS OF ACCOUNTABILITY AND RESPONSIBILITY: <br />A. Serves as chief administrative officer of the city. Is <br />responsible to the city Council for the proper administration of all <br />the policies of the city. <br />
