A. Policies and programs of the city are readily understood and <br />�( administered by city personnel. <br />B. Department Heads reporting are consistently performing at a <br />maximum level of productivity in carrying out the policies of the <br />Council and the City Administrator. <br />C. Clear and effective communication lines are consistently <br />maintained throughout city organization. <br />D. The city consistently maintains a positive and high <br />reputation for service among the citizens. <br />207.120 QUALIFICATIONS The qualifications of the City Administrator <br />shall include but not be limited to the following: <br />A. Bachelor degree in Public Administration, Business <br />Administration or closely related field; or equivalent <br />supervisory/managerial experience in municipal government. <br />B. Should have five years of experience in broad areas of <br />managing public organizations. <br />C. Thorough knowledge of city programs, as well as Council <br />policies and practices. <br />D. Demonstrated ability to direct a complex and varied <br />organization. <br />E. Able to develop and maintain effective working relationship <br />with City Council, general public, employees and other government <br />agencies. <br />F. Must be able to communicate effectively orally and in <br />writing. <br />G. Supervise/Manage all department heads, maintenance employees <br />and clerical personnel. <br />Section 3. Effective Date.
