LAKE ELMO CITY COUNCIL MINUTES MARCH 7, 1989 PAGE 2 <br />Todd Williams preferred cross-country skiers as the wintertime users and <br />the picnickers as summertime users. When the county interviews <br />cross-country skiers on Saturday, ReAPP members volunteered to witness <br />these interviews. <br />Leslie Davis, Earth Protectors, stated, "He has worked with ReAPP and they <br />have done a terrific job fighting the proposed landfill, but now that the <br />money has been raised, the people have been taxed, and the time has come <br />to fight, they have become tired and want to turn this money over to <br />attornies that have not served the enviromental community well in the <br />past. Now, they are letting these attornies take this hard earned money of <br />the people and lobby for a bill that they admittedly know, themselves, has <br />no chance of passing. ReAPP has selected the wrong attorney based on a <br />conflict of interest. Earth Protectors has provided them with reasons for <br />not hiring this lawyer, but they had already made up their mind". Davis <br />encouraged the Council to hold off on hiring this attorney. <br />5. PLANNING/LAND USE/ZONING: <br />A. CONTINUATION OF REZONING APPLICATION (G. PELTIER) <br />Packard Park, 3rd Addition RR-R1 (from 2/21) <br />M/S/P Graves/Williams - to bring back for consideration the Rezoning <br />Application from RR to R1, by G. Peltier for Packard Park, 3rd Addition. <br />(Motion carried 5-0). <br />This application was continued based on analysis of available, existing <br />R-1 Lot survey and an analysis of the status of Resolution 83-56. <br />Attorney Carlson reported he has looked over Resolution 83-56 and since <br />that time of adoption of the Resolution, three parcels have been rezoned. <br />Carlson stated the City will have a difficult time justifying not rezoning <br />another parcel at this point.
